IMPORTANT

Our team deals with 9.000 requests a year on a very tight time-scale. Please, therefore, remember we must apply strict deadlines for receipt of applications. The only exception is in cases where there are still places availableafter the classes have been created (except for French and English for which there are always more requests than places). If we have a place available for you we will contact you.

We will inform you of the outcome of your request by 7 September 2001 at the latest, as we have to include the students from the intensive summer courses which end on 29 August 2001.

Therefore please do not contact us before 7 September 2001. If you do not hear anything from us after this date do not hesitate to contact the course manager of the language of your choice.

NEW :

"Survival level" / "niveau de survie" courses aimed at those with little or no knowledge (= beginners) of FR or EN


To supply a rapid response to the operational needs of the services of the Commission (recruitment, internal transfer, etc.), a new type of accelerated course was launched on 25th of September 2000. Several sessions will be run throughout the academic year 2001-2002.

These courses are characterised by a training approach entirely based on real professional situations and on material (internal publications, notes, forms, etc.) used daily in the European institutions. The aim is to enable beginners in as short a time as possible to communicate in a satisfactory way within their working environment, orally and in writing.

GENERAL INFORMATION

  1. 1. CALENDAR

    Courses will start on Monday 24 September 2001 and will end at the beginning of February 2002. The detailed timetable will be indicated in the classrooms at the start of the semester.

  2. 2. LANGUAGES AVAILABLE

    Community languages : DA (Danish), DE (German), EL (Greek), EN (English), ES (Spanish), FI (Finnish), FR (French), IT (Italian), NL (Dutch), PT (Portuguese),
    SV (Swedish).

    Non-Community languages : AR (Arabic), JA (Japanese), RU (Russian).

    Candidate country languages : BG (Bulgarian), CS (Czech), ET (Estonian), HU (Hungarian), LV (Latvian), LT (Lithuanian), PL (Polish), RO (Rumanian), SK (Slovak), SL (Slovenian). Attention: these courses, currently reserved for the Translation service, will be opened to everybody involved in the current accession negotiations or who have regular contacts with these countries. The request must be made in the interest of the service with a note of justification, signed by the line manager.

  3. 3. TIMETABLE

    If you are given a place on a course, you will be allocated to one of the following time slots (except for the candidate country languages for which another timetable will be proposed in due course):

    11 h 40 - 13 h 30
    13 h 45 - 15 h 35
    16 h 10 - 18 h 00


  4. 4. ADMISSION CRITERIA

    Candidates who at the closing date for applications and at the start of the course are either an official, a temporary, auxiliary or local agent or a seconded national expert (SNE) are eligible to apply for a course.

    Spouses of officials and former officials will be admitted, if there are places available, to courses in the languages on offer ; except for French and English (for which there is always a very large number of requests) and the candidate country languages.

    Officials and other servants who have been newly recruited (within the previous 3 months) can be included in the course of the session if their service makes a special request (except for level 1 beginner courses in which it is essential to participate from the beginning of the session).

    The following categories of applicants will not be accepted if at the closing date for applications and at the start of the course they are 'interimaires', service providers ('prestataires'), trainees, consultants, staff in receipt of an invalidity pension or on leave on personal grounds or on sick leave or on maternity leave. People working part-time can attend a course only during their working hours (time spent training is considered equivalent to work time).

  5. 5. APPLICATION PROCEDURE

    • * Please use the application form provided for this purpose (see the end of this document)

    • * You are only allowed to enrol for one course per semester.

    • * You will not be allowed to change language once the secretariat of the language courses has received your application form.

    • * People who are currently attending courses 1 to 5 do not need to submit a new application as their enrolment is automatic until they complete level 6.

    • * To follow a specialised or specific course (after level 6), students must always make a new request.

    • * People who were enrolled on a course in the 2nd semester 2000-2001 and who either :
      • - never attended or
      • - gave up attending or
      • - did not attend regularly (6 consecutive absences or 10 non-consecutive absences for a twice-weekly course; 5 absences for a specialised or a specific course, regardless of the reason for the absences)
      will need to submit a new application.

    • * The original of the completed request has to be signed by the line manager and the training coordinator of each DG/Service. It then has to be sent only by internal mail to the Secretariat of the language courses, GUIM 1/60.

      For organisational reasons, applications which are sent by fax (even as an advance copy) will not be considered.

    • * Unauthorised applications will not be accepted.

    • * You will be informed of the outcome of your application by 7 September 2001 at the latest. In order to enable the secretariat to organise the courses effectively and efficiently, please do not contact us before that date.
  6. 6. PLACEMENT TESTS

    For people whose level in the language requested is not known or who have not attended a course in that language during the previous three years placement tests will be organised from 7 May to 11 May 2001 and from 28 May to 1 June 2001. An invitation to a test will be sent in due course.

    TYPES OF COURSES

    The courses will be organised provided that there are sufficient participants. Applicants will be admitted to the courses on the basis of the number of places available.

    1. 1. STANDARD COURSES (twice a week)

      Languages
      All languages mentioned in point 2 of the general information.

      Aim
      To enable participants to acquire the language skills which are necessary to carry out their daily work and to express themselves in everyday situations.

      Levels
      The levels on offer range from level 1 (complete beginner) to level 6.
      Length and frequency
      Course length is approximately 64 hours on a twice-weekly basis, 1 h 50 per day, for 16 or 17 weeks (excluding holidays).

    2. 2. SPECIALISED COURSES (once a week)

      These courses are for participants who have successfully completed the six standard courses or those who can demonstrate in the placement test that they are at an equivalent level. A specific request is necessary as automatic re-enrolment ends after level 6 of the standard courses. People who have previously successfully completed a specialised course can re-enrol for the same module after a period of two years has elapsed.

      Languages
      Courses will be organised for the languages mentioned in point 2 of the general information if we have received enough applications and if there are sufficient resources available.

      Aim
      To improve the participants' listening, speaking, reading or writing skills.

      Content
      There are four specialised modules :
      • w Oral expression (code 020)
      • w Listening comprehension (code 022)
      • w Written expression (code 024)
      • w Reading comprehension (code 025)

      Length and frequency
      Each module lasts approximately 32 hours, 1 h 50 once a week for 16 or 17 weeks (excluding holidays).

    3. 3. SPECIFIC COURSES (TASK BASED) (once a week)

      These courses are for participants :

      • - who have finished level 6 of the standard courses and at least one of the specialised modules (from the same domain - written or oral), mentioned above or

      • - who can demonstrate in the placement test that they have an equivalent level.

      A specific application is required.

      Languages
      Specific task-based courses are only organised in DE, EN, FR if there is sufficient demand and if the necessary resources are available.

      Aim
      • w Specific writing courses focus on professional writing tasks (administrative writing).
      • w Specific speaking courses focus on professional oral tasks (speeches, meetings, negotiating).

      Length and frequency
