REPAYMENT OF EXCEPTIONAL EDUCATION COSTS
for the 2003/2004 school year
(Budget heading A-4104)

- Officials and temporary staff of the various Community institutions are
reminded that it may be possible for the Commission to contribute to
expenditure for the primary and secondary education of children who cannot
or can no longer be admitted to a European School for imperative
educational reasons duly supported by evidence (see 4 below) or cannot
attend a European school because of their parents' place of employment.
- Before making an application staff are advised to MAKE CERTAIN that
they have fully exhausted their entitlement to education allowances - FLAT
RATE and VARIABLE - and, if they are entitled to repayment under budget
heading A-4103 (ex-1640) (Aid for disabled persons) or from the sickness
insurance, this should be mentioned.
- The CLOSING DATE for applications for the 2003/2004 school year is
15
July 2004. Applications submitted after this date will not be considered
unless it can be shown that there are exceptional circumstances.
- Applications must satisfy the following main criteria:
- Imperative educational reasons duly supported by evidence:
- educational problems of a child who has attended a European School but
has had to leave and follow another type of education; or
- educational problems relating to the parent's entry into service or
change of place of employment; or
- no European School or suitable, moderately priced national educational
establishment within 50 km of the place of employment.
The evidence proving the existence of imperative educational reasons
should be recent and furnished by qualified persons such as the head
teacher, a paediatrician, an educationalist, a psychologist, etc. All
other relevant documents listed at 5 below must be attached.
- The applicant's basic salary must be less than € 7.450.
- The sum of the annual education costs borne by the applicant in
respect of all children covered by the application, after deduction of the
education allowance and any other similar allowance or reimbursement, must
exceed 20% of family income: applicant's basic salary (weighted) plus,
where appropriate, spouse's net salary and/or maintenance payments.
- Officials and temporary staff who think they satisfy the criteria set
out at 4 above should submit an application on
the attached form,
enclosing all the supporting documents listed below:
- FOR NEW APPLICATIONS:
- certificate issued by the head of a European School or the school
attended previously clearly stating the imperative educational reasons for
changing the child's schooling;
- a medical certificate (from an educational psychologist,
pedopsychiatrist or a paediatrician) or a certificate from an independent
educational community help centre;
- school reports for 2001/2002, 2002/2003 and 2003/2004;
- the educational curriculum vitae of the child since the first year of
primary school;
- supporting documents showing school fees incurred in 03/04: detailed
bills and proof of payment (bills, copies of bank transfers or bank
statements): all expenses must be shown on receipted bills, indicating the
child's surname and first name and the school year or period to which they
refer);
- the applicant's most recent salary statement and proof of maintenance
payments received, if any;
- proof of the net income and maintenance payments received by the spouse,
if any;
- FOR RENEWAL OF APPLICATIONS:
- a medical certificate (from an educational psychologist,
pedopsychiatrist or a paediatrician) or a certificate from an independent
educational community help centre (maximum 2 years old) confirming the
imperative educational reasons.
- all school reports for 2003/2004 ;
- proof of the net income and maintenance payments received by the spouse,
if any;
- supporting documents showing school fees incurred in 2003/2004: detailed
bills and proof of payment (bills, copies of bank transfers or bank
statements): all expenses must be shown on receipted bills, indicating the
child's surname and first name and the school year or period to which they
refer);
- the applicant's most recent salary statement and proof of maintenance
payments received, if any.
- Payment of a financial contribution for one school year does not imply
an automatic entitlement for subsequent years.
- Each case will be considered on its merits every year in the light of
the budgetary situation. The amount of the contribution is determined on
the basis of family income, the number of applications submitted and the
amount allocated in the budget for the current year.
- Applications will be referred for an opinion to a joint consultative
committee, which will take into account all aspects of the case before
reaching a decision.
- Applications and supporting documents should be sent in an envelope
clearly marked: "EXCEPTIONAL EDUCATION COSTS" to:
