INTERIM COMMISSION DECISION
of 14.4.2004
on types of posts and equivalent categories and grades, with a description
of the duties and powers attaching thereto
THE COMMISSION OF THE EUROPEAN COMMUNITIES,
Having regard to the Staff Regulations of officials and the Conditions of
Employment of other servants of the European Communities laid down in
Council Regulation (EEC, Euratom, ECSC) No 259/68(1) , and in particular
Article 5 thereof and Annexes XIII and XIII.1 thereto;
Having regard to the opinion of the Staff Regulations Committee,
Whereas:
- Annex XIII to the Staff Regulations provides for a transitional period
from the date of entry into force of Regulation (EC, Euratom) No 723/2004
until two years after that date. The transitional period will apply both
to officials and other servants already in service and to those recruited
during this two-year period.
- During the two-year transition period, the posts covered by the Staff
Regulations are to be classified, according to the nature and level of the
duties to which they relate, in four categories A, B, C and D, in
descending order of rank.
- Category A is to comprise twelve grades, category B nine grades,
category C seven grades and category D five grades.
- Annex XIII.1 contains a list of types of post for each category during
the transitional period.
- It is necessary to establish the equivalence between the types of
posts mentioned in Annex XIII.1 and categories and grades, and to draw up
a description of the duties and powers attaching thereto within the
Commission.
HAS DECIDED AS FOLLOWS:
Article 1
In accordance with Article 5(4) of the Staff Regulations, the table
establishing the equivalence between types of posts and categories and
grades, and describing the duties and powers attaching thereto, which is
contained in the Annex to this Decision, is hereby approved.
Article 2
Job titles other than those listed in
the table in the Annex
may be used,
provided that they are linked to one of the types of posts listed in Annex
XIII.1 to the Staff Regulations and they comply with the definition given
in that table.
Article 3
This Decision shall take effect on 1 May 2004 and remain in force until 30
April 2006.
The provisions on the description of types of posts adopted by the
Commission Decisions of 18 January 1981, 15 September 1981, 19 July 1988,
4 October 1989 and 5 October 1990 are hereby repealed.
