Following the Decision of the Commission of 24 September 1997 concerning a number of measures taken to simplify and decentralise staff management decisions and procedures within the framework of the Modernisation of Administration and Personnel Policy for the year 2000 (MAP 2000), and the Decision of 21 January 1998, on the delegation of certain powers of the appointing authority and the authority responsible for concluding contracts of employment, a progressive decentralisation has taken place of the management of leave, including special leave, and sick-leave. Therefore, all decisions on the granting of annual leave, special leave, and sick-leave are no longer taken by DG ADMIN, but by the Directorate general where the official is employed. In order to allow a correct and uniform application of the rules, DG ADMIN has put together a vade-mecum which comprises all applicable rules.
