REDEPLOYMENT REVISED GUIDELINES
On 9 November 2004 the Commission adopted the Revised Guidelines on
Redeployment (C(2004)4274). These guidelines set out how staff will be
redeployed following a Commission decision on the cessation or
reprioritising of activities resulting in the reallocation of resources
between DGs and/or Services.
Based on the experience of the last four years it was clear that the
Guidelines needed updating in order to ensure a smoother transfer of
resources both for the individuals and the DGs/Services concerned.
The following aspects of the first set of Guidelines have been retained:
- The College takes the decision on the allocation of resources (and
thereby any consequent redeployment) on the basis of the Annual Policy
Strategy;
- The identification of colleagues to be redeployed will be based on
functions and duties in their Job Description as of the date of the APS
decision;
- The role of staff representatives on the Comité d’accompagnement;
- The principle of the application of Article 7.1 – reassignment with
post.
However, the new Guidelines introduce changes as to:
- The individual becomes proactive in managing their move and in
identifying suitable posts. Individuals will not be assigned to the
“new” posts in Receiving DGs but will be able to apply for any post in
the Commission.
- Colleagues identified for redeployment will be given first
consideration against any vacancy in Receiving DGs.
- DGs of Origin and Destination will closely co-operate within a
Steering Committee chaired by SCOP on the successful operation of each
Redeployment exercise;
- DG Admin will take a more pro-active role on the management of
vacancies, allocation of vacant posts and, where necessary, placement of
individuals.
