A single annual promotion round

As you know, the new promotion system will come into effect in 2003.

As from next year, there will be only one promotion round, covering promotion both between and within career brackets*.

While there will be no change in the dates on which the two kinds of promotion take effect, i.e. 1 April and 1 January respectively, the two rounds will take place simultaneously once the career development reports have been finalised in March 2003.

Under the new planning schedule, it is most likely that promotion decisions will be taken in July, with retrospective effect.

As a result, the 2003 promotion round (between career brackets) will not begin in September.

More detailed information on the new procedures, in the form of a timetable, will be issued at a later stage.

Position of those not promoted in the 2002 promotion rounds

The current promotion system takes account of those who failed to be promoted in the previous rounds, in so far as this is compatible with case-law.
Indeed, one of the elements to be taken into account is whether a person was proposed by his or her DG last year or considered as being most deserving of promotion.

The new system takes account of these merit factors by providing for an annual accumulation of points.

To ensure a smooth transition from the old system to the new, however, a special transition mechanism is planned for 2003 (see the General Implementing Provisions of Article 45 of the Staff Regulations). http://www.cc.cec/home/admref/promotion/index_fr.html

Via this mechanism, the Directorates-General will have enough additional special points to guarantee the promotion in 2003 of those officials who were proposed for promotion in 2002 and who were ranked between 100% and 150% of the promotion possibilities for that year**.

For example, a Directorate-General with six promotion possibilities for a given grade in 2002 will have additional points in 2003 for those in 7th, 8th and 9th place, provided, of course, that the comparison of the respective merits of these latter is confirmed.

This allocation of points is completely independent of whether someone was or was not placed on the most deserving list in 2002.

Taking into account past merit

The General Implementing Provisions mentioned above take appropriate account of past merit, via transitional arrangements.

This is made necessary by the very design of the system, which presupposes that officials will have accumulated points over a certain number of years ("merit over time") before being promoted.

Guidelines will be issued to the Directorates-General to this effect.

More detailed information will be provided to staff in due course.
