AWARD OF PRIORITY POINTS IN RESPECT OF 2004 TO OFFICIALS OF GRADES A*12, B*10, C*6 AND D*4

The general provisions for implementing Article 45 of the Staff Regulations (“the general implementing provisions”), adopted by the Commission on 23 December 2004, stipulate that priority points are to be awarded in respect of 2004 to officials of grades A*12, B*10, C*6 and D*4.

  1. METHOD FOR CALCULATING MERIT POINTS AND AWARDING PRIORITY POINTS

    1.1. Calculation of merit points

    The merit points to be entered in the 2004 promotion file of A*12, B*10, C*6 and D*4 officials will be calculated on the basis of the merit marks obtained during the reference periods from 1 July 2001 to 31 December 2003.

    In accordance with Article 3 of the general implementing provisions, points are awarded on a pro rata basis if, during the periods concerned, an official has taken leave on personal grounds or changed category or administrative situation or has had more than one report drawn up for the same reference period.

    The other provisions of Article 3 concerning officials seconded as staff representatives, officials seconded at their own request, officials transferred from another Institution and probationary officials also apply.

    1.2. Formal intentions regarding the allocation of priority points

    Quota of priority points available for each Directorate-General and grade

    The formal intentions regarding the allocation of priority points are established by the Director-General or Head of Service of the Directorate-General or Service that finalised the career development review (CDR) for the official concerned covering 2003.

    Each Directorate-General will have available a quota of priority points equal to 2.5 times the number of officials in respect of whom it finalised the CDR in question.

    However, Directorates-General whose average merit mark in respect of 2003 for officials in a given grade exceeds 15 will have their quota of priority points reduced in accordance with the formula set out in Annex II to the general implementing provisions.

    They will have the option of appealing to the joint working party for the scrutiny of applications for exemption.

    The provisions of Article 6 of the general implementing provisions concerning groups of fewer than four officials in a given grade, officials who are seconded on a full time or half time basis as staff representatives and the Private Offices of a Member of the Commission also apply.

    Criteria for awarding priority points

    The intentions regarding the allocation of priority points are established in accordance with the methods and criteria laid down in Article 5 of the general implementing provisions. Among other things, this Article lays down that:
     
    • a maximum of 50% of the priority points available are to be distributed among the best-performing officials who have demonstrated their exceptional merit. These officials may be allocated 6 to 10 points;
       
    • the remaining points are to be distributed among the other officials who are regarded as being deserving of promotion. These officials may be allocated 1 to 4 points.

    It must be stressed that individual merit will not be appraised exclusively on the basis of the reports drawn up for the period from 1 July 2001 to 31 December 2003. Account must be taken of merit over time.

    The criteria for awarding priority points will be notified to the personnel of each Directorate-General and to DG ADMIN, which will forward a copy to the Staff Committee.

    Establishment and publication of formal intentions

    The Director-General will submit the proposals for the award of priority points to the Joint Evaluation Committee.

    Following consultation, the Directors-General will set out their formal intentions, which will then be published by DG ADMIN.

    1.3. Transitional priority points

    As was the case for other officials during the first promotion exercise under the new provisions adopted in 2002, transitional priority points will be awarded to officials of grades A*12, B*10, C*6 and D*4 at a rate of one point per year spent in the grade up to a maximum of seven points.

    Seniority in grade will be calculated as at 31 December 2003.
     

  2. TIMETABLE
     
    • The total merit points calculated in accordance with the method described above and transitional seniority points will be available for consultation by each official in Sysper 2 (“2004” promotion file) at the beginning of February 2005.
       
    • The Directorates-General will have to submit, before 14 February 2005, any applications for exemption where they exceed by more than one point the average mark of 14 in respect of 2003.
       
    • The criteria for the award of priority points should be notified to staff before 18 February 2005.
       
    • Proposals for the award of priority points should be submitted to the Joint Evaluation Committees during the week 21 to 25 February 2005.
       
    • The joint working party for the scrutiny of applications for exemption will meet during that same week.
       
    • The formal intentions regarding the allocation of priority points will be published by DG ADMIN in mid-March 2005.
       
  3. APPEALS AND THE 2005 PROMOTION EXERCISE

    Officials of grades A*12, B*10, C*6 and D*4 may enter an appeal to the Promotion Committees against the formal intention regarding the award of priority points during the 2005 promotion exercise, which will be launched at the end of April.

    The exercise will cover all officials in category A*, up to grade A* 13, category B*, up to grade B*10, category C*, up to grade C*6, and category D*, up to grade D*4.

    During this exercise, officials of grades A*12, B*10, C*6 et D*4 may again be awarded “Directorate-General” priority points, this time in respect of 2005. They may also receive priority points in recognition of work undertaken in 2004 in the interests of the Institution, provided they fulfil the conditions laid down in Article 9 of the general implementing provisions, and transitional points, in accordance with Article 13(2) of those provisions.
     
  4. PROMOTION THRESHOLDS

    In the absence of any information on the methods to be used for awarding priority points, it is extremely difficult at this stage to estimate the promotion thresholds for the grades concerned.
    Articles 9 and 10 of Annex XIII to the Staff Regulations fix the rate of promotion for these grades in 2005 at 5%. As regards grade A*12, “première filière” promotions (appointment of A*12 officials to A*13 Head of Unit posts) must also be covered by this rate of 5%.

    Given the above, it is only possible to give an estimated range for the promotion thresholds. These are set out in the following table:

    These ranges are for information purposes only. They will be reviewed when the formal intentions regarding the allocation of priority points are published in mid-March 2005.
