Working or holding office outside the Commission.
REMINDER
Following a number of recent cases of failure to comply with the
obligations laid down in the Staff Regulations, the Administration would
like to remind you that any official or other servant who wishes to
- engage in an activity outside the Commission, whether paid or unpaid, or
- carry out any assignment outside the Communities
must first obtain permission from the appointing authority (Article 12b of
the Staff Regulations and Articles 11, 54 and 81 of the Conditions of
Employment of Other Servants of the European Communities).
For officials up to Head of Unit level included, the appointing authority
is their Director-General or a person to whom he has delegated his powers.
For Directors-General, Directors or the equivalent, the appointing
authority is the Director-General of DG ADMIN.
Any person who fails to comply with this obligation may face disciplinary
action under Article 86 of the Staff Regulations.
This obligation also extends to persons who intend to engage in an
activity outside the Commission while on leave on personal grounds.
Former officials and other servants who have left the service are subject
to similar obligations (Articles 16 and 17 of the Staff Regulations).
The relevant rules are set out in Commission Decision of 28 April 2004 on
outside activities and assignments (Administrative Notice No 85,
29.6.2004).
