NOTICE FOR THE ATTENTION OF ALL STAFF

Subject: EARLY RETIREMENT WITHOUT REDUCTION OF PENSION RIGHTS

INVITATION FOR APPLICATIONS – 2006 EXERCISE

This present notice constitutes an invitation to apply for retirement within the 2006 exercise of early retirement without reduction of pension rights.

Regulatory framework

In accordance with Article 9(2) of Annex VIII of the Staff Regulations and Article 39 of the CEOS, a limited number of officials and temporary servants are allowed to retire before the statutory age of retirement without reduction of pension rights.

The Commission adopted the provisions implementing a scheme for early retirement without reduction of pension rights by its decision of 28 April 2004, found in administrative notice No. 63-2004 of 11 June 2004 (the general implementing provisions or "GIP”), available at the address: http://www.cc.cec/guide/publications/infoadm/2004/ia04063_en.html

Potential Number of Officials who will be able to retire within the 2006 exercise without a reduction of pension rights

The Commission will be able to allow maximum 33 (thirty-three) officials and temporary servants to retire within the 2006 exercise without a reduction of pension rights. This number is equivalent to the quota attributed to the Commission as a result of inter-institutional negotiations.

Who can apply?

To be eligible within the 2006 exercise, officials and temporary servants must:

- be at least 55 years old on 1 January 2007

- be unable to retire without a reduction in pension rights in the course of year 2007

- have completed at least 10 years of service on 1 January 2007 1

- for officials, be on 1 January 2007:

  1. in active employment, on leave for military service or on parental or family leave (within the meaning of Article 35 of the Staff Regulations), or
     
  2. seconded in the interest of the service (within the meaning of Article 37 (a) of the Staff Regulations).

- for temporary servants, be on 1 January 2007 in active employment or on parental or family leave.

For the purpose of determining the period of service, only the above-mentioned periods of service shall be taken into consideration.

When will the selected candidates retire from the Commission?

The aim is for the selected candidates to leave the Commission on 31 August 2007 at the latest.

Officials and temporary agents who are interested in applying and who satisfy these conditions are invited:

  • to read carefully the Commission’s general implementing provisions of 28 April 2004 (administrative notice No. 63-2004 of 11 June 2004) and the Decision of 10 August 2006 amending the general implementing provisions (administrative notice No. 56-2006 of 20 November 2006), as well as Art 9(2) of Annex VIII of the Staff Regulations, and of Art 39 of the Conditions of Employment of Other Staff,
     

  • to take note of the criteria to be applied for the selection of the candidates,
     

  • to confirm their application by completing the online application form at: http://www.cc.cec/cvonline/index.cfm?fuseaction=CV_RETR_ANTIC

    by 31 December 2006 at the latest.

As regards the remainder of the procedure, the planned timetable (dates are tentative) is as follows:

  • 31 December 2006: deadline for submission of applications;
     
  • January 2007: each DG or department sends to DG ADMIN its list of eligible applicants in three groups depending on whether the interest of the service in the measure being applied to the official concerned is considered to be high, low or non-existent,
     
  • February 2007: establishment by DG ADMIN of a single draft list not exceeding 33 candidates, and also possibly a draft reserve list,
     
  • March 2007: opinion of the Joint Committee (COPAR) on the draft list,
     
  • March 2007: approval of the list by the Commission; period of 10 working days for selected candidates to withdraw their application if they so wish; publication of the final list,
     
  • After Commission decision: implementation of the individual measures terminating service: determination of departure dates depending on the choice of the candidate.
