ATTESTATION PROCEDURE, 2009 EXERCISE:
Admission criteria
The attestation procedure allows officials in the assistants'
function group (AST) who are currently in the C (AST1-7) and D (AST1-5)
career streams to access the career stream with no restriction and
become members of the assistants' function group (hereinafter “function
group AST”) with prospects of promotion to grade AST11. This procedure
was introduced by Article 10(3) of Annex XIII to the Staff Regulations.
Officials from the assistants' function group (AST) who apply for the
attestation procedure will be admitted provided they meet each of the
four criteria relating to seniority, level of education (taking into
account the years of professional experience to supplement the level of
education), potential to perform "Administrative assistant" level
functions, and the level of performance. These criteria are spelled out
in Article 5(1) of the Commission Decision of 29 November 2006 (see
Administrative Notice AN 55-2007)
laying down the rules for implementing the attestation procedure(1).
The detailed rules for applying the admission criteria for the 2009
attestation exercise were adopted on 23rd June 2009 by the
appointing authority, as laid down in Article 4 of the above Decision(2).
The joint attestation committee was consulted on 9th June
2009.
