CERTIFICATION PROCEDURE:
List of 106 successful officials in
2009 (the "certifiés")
This administrative notice concerns
- the AST officials with no career restriction who were authorised
to take part in the 2009 obligatory training programme under the 2008
certification exercise;
- the AST officials with no career restriction who were authorised
to take part in the 2006 obligatory training programme under the 2005
certification exercise and who re-sat in 2009 the tests they failed in
2006;
- the AST officials with no career restriction who were authorised
to take part in the 2007 obligatory training programme under the 2006
certification exercise and who re-sat in 2009 the tests they failed in
2007;
- the AST officials with no career restriction who were authorised
to take part in the 2008 obligatory training programme under the 2007
certification exercise and who re-sat in 2009 the tests they failed in
2008.
The European Personnel Selection Office (EPSO) and the European
Administrative School (EAS) have drawn up the list in annex containing the
names of:
- the officials who have successfully completed the certification
training programme held in 2009;
- the officials who successfully re-sat in 2009 the tests they failed
in 2006 and/or in 2007 and/or in 2008.
Officials who, in 2009:
- unsuccessfully followed the certification training programme,
- did not re-sit the tests they failed in 2006 and/or in 2007 and/or
in 2008,
- unsuccessfully re-sat the tests they failed in 2006 and/or 2007
and/or in 2008,
are authorised to re-sit the test(s) they failed. They will be informed
of the arrangements by the EAS. If they pass the tests, they too will be
free to apply for vacant posts in function group AD.
As mentioned in Article 8, paragraph 3, of the general provisions for
implementing (GIPs) Article 45a of the Staff Regulations, adopted on
20/11/2007 (see AN 54-2007),
officials authorised to follow the training programme under the 2007 and
2008 certification exercises are allowed to re-sit twice the tests they
failed provided they still fulfil the conditions to apply for
certification.
Officials whose names appear on the list
attached (“List of 106 successful officials in 2009", also referred to as
"certifiés")
are invited to read the information provided below.
HOW AM I TO TAKE ADVANTAGE OF CERTIFICATION?
In order to take advantage of the certification, officials who have
been successful in the tests have to apply for vacant posts in the AD
function group.
Which jobs can I apply for?
- Officials who have passed the tests are free to apply for vacant AD
posts corresponding to their grade and published pursuant to Article 29,
paragraph 1 (a)(ii) of the Staff Regulations.
- The certification procedure and the mandatory training programme are
interinstitutional. Therefore, officials are allowed to apply for AD
posts in any European institution.
Is the authorisation to apply subject to any time limit?
- The authorisation to apply for vacant AD posts is not subject to any
time-limit.
- The number of officials who have passed the certification tests and
are appointed to posts in function group AD is not to exceed 20% of the
total number of appointments made to AD posts. A check is to be made
every five years, starting from 2010.
What effects will there be on my career?
- Appointment to an AD post will not affect the official’s grade or
step: this is a sideways transition (see Article 45a(3) of the Staff
Regulations).
- Seniority in step is not lost, but seniority in grade is (seniority
in the AD grade is starting on the date of appointment in the AD
function group).
- The multiplication factor is not affected.
- This is not a promotion within the meaning of Article 45 of the
Staff Regulations, and successful officials who have not yet had a first
promotion since their recruitment continue to be required to demonstrate
their ability to work in a third language (Article 45(2) of the Staff
Regulations).
- As the official is moving from the AST function group to the AD
function group, the “rucksack” ("sac à dos") is cancelled with the
appointment as an administrator.(1)
Any possibility of promotion as AST is lost on the day of nomination in
the AD function group.
- As from 2008, in the context of the implementation of the new
appraisal and promotion system, only one evaluation shall be established
for the year in which the official was nominated AD. On this basis, the
official shall receive promotion points for the relevant year, with no
pro rata according to the period AST/AD.
