CERTIFICATION PROCEDURE:
general implementing provisions
This administrative notice concerns the general implementing
provisions (GIPs) for the certification procedure.
The certification procedure allows officials, members of the Assistants'
function group (AST), in grades 5 upwards, to be appointed to an
Administrator (AD) job and become members of the AD function group
provided they have been selected to take part in – and have successfully
completed – a compulsory training programme. They are consequently
authorised to apply for vacant AD posts corresponding to their grade.
The 2 first exercises organised by the Commission were based on general
implementing provisions ("GIPs") adopted in
2005 . On the basis of the results
of a critical analysis establishing the need to modify the selection
procedure, new GIPs were adopted by the Commission on 20 November 2007 (in
Annex
).
The 2007 certification exercise is the first exercise based on the new
GIPs.
