List of officials who carried out "work
in the interest of the institution" in 2009
This Administrative Notice concerns officials who have in 2009
undertaken "work in the interest of the institution" whose names are
published in the Annex. "Work undertaken in the interest of the
institution" comprises a number of defined tasks which - if carried out -
are taken into account as one of four criteria for the allocation of
promotion points. Please note that under the current appraisal and
promotion system, priority points for work in the interest of the
institution (PPII) no longer exist.
- Criteria for the allocation of promotion points
The four criteria in particular relevant for the allocation of
promotion points are referred to in Article 4, paragraph 6 of the
General Implementing Provisions of Art. 45 of the Staff Regulations,
establishing the rules for the promotion exercise:
- "the individual qualitative appraisal contained in the report;
- the use of languages in the execution of an official's duties
other than the language for which the official concerned has produced
evidence of thorough knowledge in accordance with Article 28(f) of the
Staff Regulations, as set out in the annex to the report;
- the level of responsibilities exercised during the reporting
period preceding the promotion exercise, as set out in the annex to
the report;
- work undertaken in the interest of the institution."
The notion "work undertaken in the interest of the institution"
covers the following tasks on the condition that they do not form part
of the official's usual activities and/or job description:
- chairman/member of a competition selection board or joint
committee for the selection of temporary staff,
- adviser to a selection board,
- marker of competition papers,
- chairman/member of a joint committee.
The four criteria all have to be considered for the allocation of
promotion points within the performance level at which the officials'
performances have been assessed as a result of the annual appraisal
exercise. The most important criterion is criterion (a) referring to the
appraisal report. As to the other three criteria, there is no particular
order of priority.
- List of officials who carried out "work in the interest of the
institution"
DG HR has established a list of officials who have carried out
eligible tasks considered as "work in the interest of the institution"
in 2009. The list of officials is set out by DG, grade, and alphabetical
order (Annex I).
This list has been drawn up on the basis of information provided by the
European Personnel Selection Office (EPSO), in the case of all
activities linked to competitions, and by the chairmen of the various
joint committees. Please note that selection panels for the recruitment
of one temporary agent or for the selection of contractual agents have
not been taken into account.
DG HR has transmitted the list of officials to the services concerned.
The information shall serve as basis for taking into account the
criterion "work in the interest of the institution" when the
Directors-General set out their formal intentions regarding the
allocation of promotion points.
- Requests for corrections of the list
If you consider that you have carried out work in the interest of the
institution as defined under point 1 and that your name, therefore,
should appear on this list, please contact the following functional
mailbox within 5 working days after the publication of this
Administrative Notice:

Your request to be added to the list must be duly justified. You
should attach, in particular, any documents attesting your participation
in one of the activities listed under point 1 (d) from which the type of
work is apparent.
The right to appeal, at a later stage, to the Joint Appraisal and
Promotion Committee against the formal intentions regarding the
allocation of promotion points, in accordance with Article 6 of the
General Implementing Provisions of Art. 45 of the Staff Regulations,
remains unaffected.
