Determination of the Authority responsible for Concluding
Contracts of Employment in respect of appointments in the framework of
the rotation of Heads of Delegation for 2010
In view of the Lisbon Treaty’s provisions on the European External
Action Service, which will comprise officials from relevant departments
of the General Secretariat of the Council and of the Commission as well
as staff seconded from national diplomatic services of the Member
States, the Commission decided on 28 October 2009 to open the 2010 Head
of Delegation rotation for candidates from these three sources (PV(2009)
1892). If selected, national diplomats will be engaged as temporary
agents.
The final decisions on the appointments should be taken by the same
authority, irrespective of whether the candidates concerned are
officials or national diplomats. For this reason, the Commission decided
on 24 February 2010 that, by derogation from the Appointing Authority
Decision of 30 November 2007 (C(2007) 5730), the powers concerning the
engagement of temporary agents as Heads of Delegation at Head of Unit
level in the framework of the 2010 rotation shall be exercised by the
Director-General of DG RELEX (PV(2010) 1906). This decision took effect
immediately. |
