ATTESTATION PROCEDURE, 2010 EXERCISE:
Draft list of admitted officials
Following the call for applications for the 2010 exercise of the
attestation procedure, issued on 1st July 2010 by means of
Administrative Notice No 41-2010, 219
signed applications were registered. The 219 officials who applied for
the 2010 attestation exercise are invited to read what follows.
- Draft list of officials whose applications are considered
admitted
The draft list of 176 officials whose applications are
considered admitted is given in annex.
This draft list was submitted to the Joint committee for the attestation
procedure.
Admitted applicants are those who meet each of the four following
criteria:
- A minimum seniority in career streams ex-C/C* (AST1-7)
and/or ex-D/D* (AST1-5) or in a higher category of at least 5
years as at 16 January 2011.
- A level of education at least equal to "a level of
post-secondary education attested by a diploma" (higher
non-university degree or short university cycle of a legal
duration of at least 2 years). Additional professional
experience within or outside the Institutions can be used to
count towards a lower level of education.
- The demonstration of the potential to perform
"Administrative assistant" functions and/or tasks, during all or
part of the period between 1st April 2007 and 31st March 2010
has been positively assessed by the countersigning officer.
- The level of performance is not assessed as insufficient in
the evaluation report 2009.
As a reminder, the admission criteria are spelled out in Article 5(1)
of the Commission Decision of 29 November 2006 (see
AN 55-2007) and the detailed rules
for applying the admission criteria for the 2010 attestation exercise
are set out in the Appointing authority decision published on 1st July
2010 (see AN 40-2010).
IMPORTANT WARNING
TO APPLICANTS
You should note that admission has been decided on the basis
of the information given in your application form. At this
stage in the procedure, the level of education and the
professional experience used to supplement that level of
education have not yet been checked.
As stated under point 8 of the call for applications (see
AN 41-2010), DG HR will
systematically check the information provided in the
applications of all admitted applicants, after the
publication of the final list and at the latest when the
request for attestation are processed. The sole purpose of
this check is to ensure that the information given by the
applicant is consistent with the data in his or her personal
file. Under no circumstances will it be possible to add any
information or professional experience that the applicant
has omitted to mention.
If the information is not correct, or if your personal file
is incomplete, the qualification or experience indicated in
your application will not be taken into account and
attestation will not be granted. |
- Method used to decide on admission
Any candidate who has signed his/her application form can check how
the information declared in his/her application form has been taken into
account and what the outcome is. This information is available in
his/her "attestation" application file in Sysper2, under "Calculations",
tabs "Valorisation" and "Admission".
Concerning the evaluation of the demonstration of his/her potential, any
candidate who has signed his/her application form can check the comments
of his/her reporting officer and the evaluation of his/her
countersigning officer. This information is available in his/her
"attestation" application file in Sysper2, under "Evaluation of the
demonstration of the potential".
The reason for non-admission is indicated in the summary of the
application file (insufficient seniority, insufficient level of
education, unfavourable evaluation of the demonstration of the
potential, insufficient level of performance).
Appeals before the Joint committee for the attestation
procedure
If you contest the non-admission of your application, you may lodge a
substantiated appeal to the Joint committee for the attestation
procedure.
The appeal must be lodged via your attestation file in Sysper2 (click on
“launch an appeal”) within ten working days of publication of
this administrative notice.
The motivation should be added in a field in which you can write as much
as you like; you can attach documents in support of your appeal by
clicking on “Attachments”.
If you are unable to access Sysper2 for some reason, you may send a
substantiated appeal by letter to:
European Commission, Unit HR.B.4 Appeals – Attestation procedure MO 34 5/26 B-1049 Brussels
The letter must be sent by the deadline of 10 working days referred
to above, the postmark serving as proof of the sending date.
- Next stage: establishment of the final list of candidates
admitted to the 2010 attestation exercise
After the Joint committee has examined any appeals received, the
appointing authority will adopt and publish the final list of the
officials admitted to the 2010 exercise of the attestation procedure
(the "attestables").
