CERTIFICATION PROCEDURE:

List of 121 successful officials in 2010 (the "certifiés")

The certification procedure allows officials, members of the Assistants' function group (AST), in grades 5 upwards, to be appointed to a job in the Administrator's function group (AD) and become members of the AD function group provided they are selected to attend – and successfully complete – a compulsory training programme. They are consequently authorised to apply for vacant AD jobs corresponding to their grade.

This administrative notice concerns

  • the AST officials who were authorised to take part in the 2010 "Certification" mandatory training programme under the 2009 certification exercise;
     
  • the AST officials who were authorised to take part in the 2006, 2007, 2008 or 2009 obligatory training programme and who re-sat in 2010 the test(s) they previously failed.

The European Personnel Selection Office (EPSO) and the European Administrative School (EAS) have drawn up the list of 121 successful officials in 2010 (also referred to as "certifiés"). This list is available in annex and contains:

  • the officials who have successfully completed the certification training programme held in 2010;
     
  • the officials who successfully re-sat in 2010 the test(s) they failed in 2006 and/or in 2007 and/or in 2008 and/or in 2009.

These 121 officials are authorised to apply for vacant posts in function group AD.

Officials who, in 2010:

  • unsuccessfully followed the certification training programme,
     
  • did not re-sit the test(s) they previously failed,
     
  • unsuccessfully re-sat the test(s) they previously failed,

are authorised to re-sit the test(s) they failed provided they still fulfil the conditions to apply for certification and under the following conditions:

  • a maximum of 2 re-sittings of each failed test for the officials authorised to follow the training programme under the 2007, 2008 and 2009 certification exercises1;
     
  • an unlimited number of re-sittings of each failed test for the officials authorised to follow the training programme under the 2005 and 2006 certification exercises2.

They will be informed of the re-sitting arrangements by the EAS. If these officials pass the tests previously failed, they too will be free to apply for vacant posts in function group AD.

Officials whose names appear on the list attached are invited to read the information provided below.


HOW AM I TO TAKE ADVANTAGE OF CERTIFICATION?

In order to take advantage of the certification, officials who have been successful in the tests (the "Certifiés") have to apply for vacant posts in the AD function group.

Which jobs can I apply for?

  • Officials who have passed the tests are free to apply for vacant AD posts corresponding to their grade and published pursuant to Article 29, paragraph 1 (a)(ii) of the Staff Regulations.
     
  • The certification procedure and the mandatory training programme are interinstitutional. Therefore, officials are allowed to apply for AD posts in any European institution.
     
  • Applications of "Certifiés" officials are considered with the same level of priority as applications of AD officials.

Is the authorisation to apply subject to any time limit?

  • The authorisation to apply for vacant AD posts is not subject to any time-limit.
     
  • The number of officials who have passed the certification tests and are appointed to posts in function group AD is not to exceed 20% of the total number of appointments made to AD posts. A check is to be made every five years, starting from 2010.

What effects will there be on my career?

  • Appointment to an AD post will not affect the official’s grade or step: this is a sideways transition.3
     
  • Seniority in step is kept.
     
  • Seniority in grade is set on the date of appointment in the AD function group.
     
  • The multiplication factor is kept.
     
  • This is not a promotion within the meaning of Article 45 of the Staff Regulations: successful officials who have not yet had a first promotion since their recruitment continue to be required to demonstrate their ability to work in a third language.4
     
  • As the official is moving from the AST function group to the AD function group, the “rucksack” ("sac à dos") is put to zero with the appointment as an AD.5 Any possibility of promotion as AST is lost on the day of nomination in the AD function group.
     
  • As from 2008, in the context of the implementation of the new appraisal and promotion system, only one evaluation shall be established for the year in which the official was nominated AD. On the basis of the work done as AD, the official shall be allocated a level of performance and promotion points for the relevant year. These points shall be kept with no pro rata according to the period spent in each function group.
