Actuarial calculations of the European officials’ pensions scheme

Communication in accordance with Regulation (EC) No 45/2001 of the European Parliament and of the Council of 18 December 2000 on the protection of individuals with regard to the processing of personal data by the Community institutions and bodies and on the free movement of such data, Official Journal L 008 of 12/01/2001 (EC) No 45/2001

Staff are informed that in accordance with Annex XII of the Staff Regulations Eurostat, as the authority responsible for technical implementation, has collected and processed every year since 2003 the data required for the actuarial calculations of the European officials’ pensions scheme.

Data collected up until 31 December 2003 enabled Eurostat to make the actuarial calculations needed in order to take decisions on pensions, the results of which appear in the new Staff Regulations of officials of the European Communities which have been in force since 1 May 2004. Subsequent data collections will enable these data to be updated.

The Head of Eurostat Unit C-5 "Prices" in charge of processing undertakes that the collected data are not used for purposes other than those required in order to make the actuarial calculations of the European officials’ pensions scheme.

These data concern the identity of those who are members of the pensions scheme (staff number, salary number), marital status, sex, date of birth (as well as those of dependants), main nationality, place of residence, career (institution, date of entering service, grade), together with certain details concerning reference salary, pension scheme contributions (transfers, acquired rights, etc) and pension entitlement (type of pension, amount in euros and grade used to calculate the pension).

These data are transmitted directly to Eurostat by PMO (Office for Administration and Payment of Individual Entitlements) and by the institutions and agencies included in the pensions scheme, or in response to their instructions by DIGIT (Informatics Directorate-General) or by another provider within the institutions and bodies mentioned above. These data are taken from the SYSPER and NAP data bases in the case of PMO and DIGIT or from other informatics systems for the management of staff data of other Community institutions and bodies.

Eurostat has taken suitable technical and organisational measures to ensure a propel level of security against risks associated with the processing and type of individual data to be protected, in order to safeguard the confidentiality of these data, and a processing notification has been submitted to the Commission’s Data Protection Officer. This notification contains in particular, all technical measures adopted by Eurostat in order to guarantee an appropriate level of security.

It is pointed out that staff entitled to access data concerning them and to correct these data by contacting the data controller.
