APPOINTING AUTHORITY DECISION ON THE CRITERIA FOR THE 2005 ATTESTATION PROCEDURE

Article 6(1) of the Commission Decision of 7 April 2004 laying down the rules for implementing the attestation procedure(1) stipulates that the appointing authority is to draw up a list of eligible officials in order of priority based on the following criteria: level of education and training; seniority in career stream C or D; experience and merit evaluated on the basis of available career development reviews.

Article 6(2) of the Decision stipulates that the appointing authority is to decide the value of the criteria and the weighting applied to them after consulting the joint attestation committee.

The value of the criteria and the weighting applied to them for the 2005 attestation procedure are set out in the annex to this note. At its meeting on 13 April 2004 the joint attestation committee adopted a unanimous opinion in favour of this proposal.

CRITERIA FOR THE ATTESTATION PROCEDURE TO BE LAUNCHED IN 2005

  1. VALUE OF THE CRITERIA

    1.1. Experience evaluated on the basis of career development reviews

    In order to be included on the list referred to in Article 6(1) of the Commission Decision of 7 April 2004, officials admitted to the attestation procedure must have been recognised in their annual career development report relating to 2004 as having the potential to take on category B* duties.

    1.2. Seniority in career stream C or D
     
    • Officials admitted within the meaning of Article 5 of the Commission Decision of 7 April 2004 will be allocated points on the basis of their seniority in category C or D, as follows:
       
      • one point for seniority of 5 or more years but less than 10 years;
         
      • two points for seniority of 10 or more years but less than 15 years;
         
      • three points for seniority of 15 or more years but less than 20 years;
         
      • four points for seniority of 20 or more years but less than 25 years;
         
      • five points for seniority of 25 or more years.
         
    • For the purpose of applying this criterion, seniority acquired as an official or a temporary staff member in category C* or D* or in a higher category will be taken into account. Seniority as a temporary staff member will be taken into account provided that there was no interval between the periods spent working as a temporary staff member and as an official.
       
    • Seniority acquired by the official as at 31 December 2005 will be taken into account.

    1.3. Level of education and training
     

    • Officials admitted within the meaning of Article 5 of the Commission Decision of 7 April 2004 will be allocated points on the basis of their higher education qualifications, as follows:
       
      • two points for a qualification obtained after completing a short course of higher education;
         
      • three points for a qualification of bachelor level;
         
      • four points for an intermediate qualification between bachelor and master level;
         
      • five points for a qualification of master level or above.
         
    • A qualifications table will be brought to the attention of staff.
       
    • For the purpose of applying this criterion, only the highest qualification obtained will be taken into account.

    1.4. Merit evaluated on the basis of career development reviews:
     

    • An average of the merit marks in the last three annual career development reports will be calculated.
       
    • The merit marks will be taken into account without applying a pro rata.
       
  2. WEIGHTING THE CRITERIA AND DRAWING UP THE PRIORITY LIST AND THE LIST OF OFFICIALS AUTHORISED TO APPLY FOR VACANT POSTS IN THE ASSISTANTS’ FUNCTION GROUP

    2.1. Priority list

    Initially, two lists will be drawn up on the basis of the above criteria:
     
    • The first list will be based on seniority and merit. Officials will be classified in order of priority depending on the number of points obtained under these two criteria, in accordance with point 1.
       
    • The second list will be based on education/training and merit. Officials will be classified in order of priority depending on the number of points obtained under these two criteria, in accordance with point 1.

    In order to separate ex aequo officials on each of these lists, account will be taken of grade, equal opportunity aspects and information contained in point 6.5.2 of the career development report for 2004 relating to potential for taking on category B* duties.

    In accordance with Article 6(3) of the Commission Decision of 7 April 2004, officials will be notified of their position on each list and of the number of points which they have obtained.

    2.2. List of officials authorised to apply for vacant posts

    If N is the number of posts to be filled by attested officials, determined in accordance with Article 4 of the Commission Decision of 7 April 2004, the list of 2xN officials referred to in Article 7 of the Decision will be determined on the basis of the two initial lists referred to at point 2.1.

    In 2005 the list of officials authorised to apply for vacant posts specially identified for the needs of the attestation procedure will comprise:
     

    • two thirds officials with the best classification on the initial list based on seniority and merit;
       
    • one third officials with the best classification on the initial list based on education/training and merit.

    If an official is among the best classified on both initial lists, the list of officials authorised to apply for vacant posts will be completed by adding the name of the official positioned immediately below that official on both initial lists, while complying with the breakdown referred to above.
