CALL FOR APPLICATIONS FOR THE 2005 ATTESTATION PROCEDURE

“Attestation” is a new procedure created by Article 10(3) of Annex XIII to the Staff Regulations, designed to enable officials established in career streams C* and D* before 1 May 2004 to become members of the assistant (“AST”) function group, with no career restrictions.

Its implementing rules were decided by the Commission on 7 April 2004 (http://www.cc.cec/pers_admin/promotions/cdr/attestation_2_en.html). This decision stipulated that a round of attestation should take place every year, starting in 2005.

This Administrative Notice is an official call for applications, officially launching this year’s attestation procedure. See below for the various stages of the procedure and the scheduled timetable.

  1. GENERAL PRINCIPLES

    1.1. Who can apply for attestation?

    Only officials established in career stream C* or D* in the EU institutions before 1 May 2004.

    Staff in career streams C* or D* who were not established until after 30 April 2004 are not eligible. They are established directly as members of function group AST, with no career restrictions.

    1.2. What is the aim of attestation?

    C* or D* officials established before 1 May 2004 belong to two different career streams which allow promotion up to no higher than grades C*7 and D*5 respectively.

    C* or D* officials who pass the attestation procedure will no longer be subject to this limitation: by becoming full members of function group AST, they will be able to compete for promotions up to grade 11 on the basis of their individual merit and personal situation (seniority or grade).
     
  2. THE DIFFERENT STAGES OF THE PROCEDURE

    Attestation involves 4 stages:
     
    • publication of the call for applications;
       
    • assessment of applications on the basis of the admission criteria laid down in the Commission decision

    • ranking of admitted applicants in order of priority;
       
    • applications for and appointments to vacant posts in function group AST which have been identified by the appointing authority as suitable to be filled from this list.

    2.1. Call for applications

    The appointing authority has decided that there will be 200 posts in function group AST to be filled in 2006 by the attestation procedure.

    Who can apply?

    As stated in point 1.1., the attestation procedure applies only to C* or D* officials established in the institutions before 1 May 2004.

    For the conditions, see the Commission decision (http://www.cc.cec/pers_admin/promotions/cdr/attestation_2_en.html):
     

    • Attestation is open to all officials who, on 1 September 2005, are in active employment at an institution or on parental or family leave or secondment in the interests of their institution.
       
    • It is not open to officials who, during 2005, are to be compulsorily retired or in respect of whom the Commission has adopted a decision to definitively terminate their employment or to whom the Commission has granted an invalidity allowance taking effect in 2005.

    What is the closing date for applications?

    9 September 2005.

    How can you apply?

    Via Sysper2, which has a new “attestation” function developed specially for this purpose. Click Attestation & Certification My history from the Sysper2 menu. Then click Submit an application.

    What information do you have to provide?

    That information needed to assess your application on the basis of the acceptance and selection criteria (see points 2.2. and 2.3.) which is not already in Sysper2:
     

    • your level of education and training – state the highest qualification you have, its title, the date you obtained it and the body that issued it. To determine the level of your qualification, refer to the annexed table;
       
    • any experience as a permanent or temporary official in other Community institutions – give details of periods spent working in other institutions, specifying which institution, Directorate General and unit, your status (temporary or permanent official) and grade;
       
    • your professional experience before being appointed as a permanent or temporary official in the Community institutions – give details of periods of work, specifying the name and contact details of the employer and your duties in each post.

    Once you have completed these 3 sections, you will be able to access your complete application form containing both the information you have entered and your personal details as recorded in Sysper2 (seniority in career stream C* or D* in the Commission, merit points and the contents of the “potential” section in your career development report).

    Here you can check the details of the information in the form, make corrections where necessary and then validate it. The application will then be registered and you will receive a confirmation message to this effect.

    How can you apply if you do not have access to Sysper2?

    If, for some reason, you cannot access Sysper2 between the date this administrative notice is published and the closing date for applications (9 September 2005), you may send a paper application (see specimen form in Annex II) to the following address:

    Paper application forms must be postmarked before 9 September 2005.

    Do you have to make an application if, during the last CDR round, you asked your reporting officer to fill in the new “potential” section created specially for the attestation procedure?

    Yes. The “potential” section in the CDR was designed to record only some of the information needed for the attestation procedure, concerning your capability to take on duties in career stream B*.

    By making a formal application you are confirming your interest in the attestation procedure. The application also serves to provide DG ADMIN with the information it needs on your level of education, training and work experience.

    Do you have to provide extra documentation for your personal file?

    Yes, you must provide the following if it is not already in your file:
     

    • the original of your highest qualification or a certified copy and proof that this qualification is officially recognised by the public authorities in the country of issue;
       
    • statements of employment attesting your work experience before your appointment as an official or temporary official in the EU institutions.

    NB if you are authorised to apply for vacant AST posts, a systematic check will be made on all the information declared in your application form, based on the documentation in your personal file (see point 2.4).

    If the application information does not tally with the documents in your personal file or if your file is incomplete, your application will be rejected.

    2.2. Phase of admission

    Once you have validated your application form, DG ADMIN will check whether it meets the criteria for admission laid down in Article 5 of the Commission decision. (http://www.cc.cec/pers_admin/promotions/cdr/attestation_2_en.html)

    What are the criteria for admission?

    You must have:
     

    • a level of education and training at least equal to that laid down in Article 5(3)(a) of the Staff Regulations as required for appointment to a post as an AST official;
       
    • at least five years seniority in career stream C* or D*. If you count any of the time spent in these career streams in order to meet the criterion in the paragraph above, the minimum required seniority is increased by a number of months equal to that time.

    Can work experience make up for an insufficient level of education and training for recruitment to function group AST?

    To be recruited to this function group you must have “a level of post secondary education attested by a diploma” (Article 5, Staff Regulations). This level is the one specified in column 4 of the table in Annex I.

    However, if you do not have this level of education and training, you may still be eligible for attestation on the basis of your work experience, as follows:
     

    • if your highest qualification is one of those in column 3 of the table, you must provide evidence of 2 years work experience;
       
    • if it is in column 2, you must provide evidence of 5 years work experience;
       
    • if it is in column 1, you must provide evidence of 9 years work experience.

    How are years of seniority in career streams C* and D* taken into account?

    These are years spent as a permanent or temporary official in the institutions. However, seniority as a temporary official is taken into account only if there was no break between the periods of work as a temporary official and as a permanent official.

    Seniority acquired by the official as at 31 December 2005 will be taken into account.

    How can you check whether your application meets the criteria for admission?

    The appointing authority will publish the list of applicants whose application has been accepted.

    You can then go to your attestation file in Sysper2 (Calculations Admission) and check how the information you provided in your application was analysed and the result of this analysis in terms of admission.

    How can you appeal?

    If you wish to challenge a decision to reject your application, you must lodge a reasoned appeal with the joint attestation committee within ten working days of the list being published.

    Your appeal must be made via your attestation file in Sysper2. After you press the button “loadge an appeal”, a field appears where you must state the reasons why you dispute the decision (in as much detail as you like). You must also attach any official documents you are submitting in support of your appeal (click Attached documents).

    If, for some reason, you are unable to access Sysper2, you may appeal by sending a letter stating the reasons for the appeal to:

    This letter must also be sent within ten working days, with the postmark serving as proof of sending date.

    After your appeal has been assessed by the joint committee, the appointing authority will re publish the list of accepted officials, which will include your name if your appeal is successful.

    2.3. Ranking admitted applicants in order of priority

    Which criteria are used for this?

    Level of education and training; seniority in career stream C* or D*; experience, and merit as assessed in past career development reviews. (Article 6(1) of the Commission decision - http://www.cc.cec/pers_admin/promotions/cdr/attestation_2_en.html)

    The value of these criteria and the weighting to be applied to them have been laid down by the appointing authority, after consulting the joint attestation committee.

    The ranking list will only include admitted applicants whose potential to take on career stream B* duties was recognised in their 2004 CDR.

    How can you check your ranking?

    The appointing authority will publish the ranking list of admitted applicants.

    DG ADMIN will then ask each admitted applicant to consult their attestation file in Sysper2 (Calculation Ranking) to check the number of points they have been awarded, based on the ranking criteria described above and the calculation method used.

    How can you appeal?

    If you wish to challenge your points total, you must lodge a reasoned appeal with the joint attestation committee within ten working days of this list being published.

    Your appeal must be made via your attestation file in Sysper2, following the same procedure as for appeals against the list of accepted applicants (see point 2.2).

    Depending on the opinion delivered by the joint committee, the appointing authority will decide whether or not to accept your appeal.

    2.4. Applications for and appointments to vacant AST posts suitable to be filled by C* or D* officials who pass the attestation procedure

    The appointing authority will draw up the list of C* and D* officials authorised to apply for vacant AST posts in 2006.

    As decided by the appointing authority on 11 May 2005 (http://www.cc.cec/guide/publications/infoadm/2005/ia05033_en.html), the list of officials authorised to apply for specially identified vacant posts will comprise:
     

    • the 270 officials ranked highest in the initial list based on seniority and merit;
       
    • the 130 officials ranked highest in the initial list based on education/training and merit.

    Officials on this list may apply for and be appointed to vacant AST posts throughout 2006. The posts that can be filled from this list will be indicated when the vacancy notices are published.

    Only the first 200 officials who have been actually appointed to one of these posts before 31 December 2006 will be considered to have passed the attestation procedure and thus become members of function group AST, with no career restrictions.
     

  3. TIMETABLE FOR THE 2005 ATTESTATION PROCEDURE
     
    • Closing date for applications: 9 September 2005;
       
    • Publication of list of admitted applicants: end of September.
       
    • 1st meeting of joint attestation committee: second half of October.
       
    • Publication of ranking list of admitted applicants: first half of November.
       
    • 2nd meeting of joint attestation committee: second half of November.
       
    • Publication of list of officials authorised to apply for vacant AST posts in 2006: beginning of December.
