APPOINTING AUTHORITY DECISION ON THE NUMBER OF OFFICIALS AUTHORISED TO FOLLOW THE TRAINING PROGRAMME FOR 2005 UNDER THE CERTIFICATION PROCEDURE

Article 3(1) of the Decision of 22 June 2005 laying down the general provisions for implementing Article 45a of the Staff Regulations(1) stipulates that each year, in consultation with the joint committee for the certification procedure, the appointing authority is to determine the number of officials to be authorised to take part in the compulsory training programme referred to in Article 45a(1) of the Staff Regulations.

The joint committee for the certification procedure was consulted on 13 September 2005.

For 2005, the number of officials authorised to follow the training programme is set at 110.

APPOINTING AUTHORITY DECISION ON THE CLASSIFICATION CRITERIA FOR IMPLEMENTING
THE CERTIFICATION PROCEDURE IN 2005

Article 4(3) of the Decision of 22 June 2005 laying down the general provisions for implementing Article 45a of the Staff Regulations(1) stipulates that, following the pre selection phase, the appointing authority is to classify the pre-selected officials in order of priority based on the following criteria:
 

  1. their professional experience acquired in the institutions and their level of professional training in the fields in which the Commission has identified particular needs;
     
  2. the merit marks in their most recent annual career development reports.

The precise content, value and weighting of the above criteria are to be decided by the appointing authority before the call for applications and after the joint committee for the certification procedure has issued its opinion.

The joint committee for the certification procedure issued its opinion on 26 September 2005.

The value and weighting of the classification criteria for the 2005 certification exercise are set out in the Annex. They will be examined annually in the light of the results of the preceding exercise.

CLASSIFICATION CRITERIA RELATING TO THE CERTIFICATION PROCEDURE FOR 2005

  1. DEFINITION OF CRITERIA

    1.1. Professional experience and level of training in areas where the Commission has identified priority needs
    1.1.1. Areas selected for 2005

    For 2005, the areas and functions in which the Commission has identified priority needs are listed below:
    •  (1) external communication policy,
       
    •  (2) budget, finance and contracts,
       
    •  (3) management of programmes and projects,
       
    •  (4) compliance with Community law and dealing with infringements,
       
    •  (5) audit and internal control,
       
    •  (6) human resources management,
       
    •  (7) information technology.
    The functions corresponding to each of those areas are set out in Annex I.

    1.1.2. Definition of professional experience

    Points will be awarded as follows to officials who have acquired professional experience within the Institutions over the last 10 years in the areas listed above:
    • 2 points will be awarded for every full year of professional experience acquired between 1 October 1999 and 30 September 2005; if the professional experience acquired does not amount to a full year, two twelfths of a point will be awarded for every full month.
       
    • 1.25 points will be awarded for every full year of professional experience acquired between 1 October 1995 and 30 September 1999.
       
    • Only professional experience acquired as an official or temporary member of staff in Category B* or above will be taken into account.
    1.1.3. Level of professional training

    3 additional points will be awarded to officials who are able to prove that they have a higher-education qualification, or have obtained an equivalent diploma through professional training, relating to one of the areas listed above.

    1.1.4. Practical arrangements

    On their application form, officials will have to choose one of the areas listed above.
    As regards their professional experience, they must indicate on their application form for each area:
    • the periods during which they performed their duties in this area;
       
    • the Directorate-General and the Unit in which they performed those duties.

    For professional experience acquired between 1 October 1999 and 30 September 2005, candidates must enclose with their application form certificates signed by the Head of the Human Resources Unit of the department where they acquired that experience as evidence that the information provided is correct.

    As regards training, officials will have to specify the nature of the diploma relating to one of the areas described in point 1.1.1, the body which awarded it and the date on which it was obtained. Where relevant, they will have to supplement their personal file with the original or a certified copy of their diploma and provide proof that this diploma is officially recognised by the public authorities of the Member State or third country in which it was awarded.

    1.2. Merit points
     
    • An average of the merit points in the last three annual career development reports will be calculated.
       
    • The merit points will be taken into account without applying a pro rata.
       
  2. ESTABLISHMENT OF THE LIST OF OFFICIALS AUTHORISED TO PARTICIPATE IN THE TRAINING PROGRAMME

    2.1. Classification of pre-selected officials

    Pre-selected officials will be classified in order of priority on the basis of the criteria laid down in point 1.

    2.2. List of officials authorised to participate in the training programme

    The list of officials authorised to participate in the training programme will be composed of:
     
    • the 15 best-classified officials who chose "external communication policy";
       
    • the 15 best-classified officials who chose "compliance with Community law and dealing with infringements";
       
    • the 15 best-classified officials who chose "budget, finance and contracts";
       
    • the 20 best-classified officials who chose "management of programmes and projects";
       
    • the 15 best-classified officials who chose "audit";
       
    • the 15 best-classified officials who chose "human resources management";
       
    • the 15 best-classified officials who chose "information technology".
       
    2.3. Decision in the event of a tie

    If, in one of those areas, the number of jobs available makes it necessary to decide between officials who have obtained the same total number of points, the criteria for reaching such a decision will be as follows:
     
    • in the first instance, the length of service in Category B* ; and
       
    • where the length of service is the same, equal opportunities.
       
    For the purposes of calculating the length of service in Category B*, the years taken into account will be those worked as an official or as a temporary member of staff.
