DRAFT LIST OF PRE-SELECTED OFFICIALS
This Administrative Notice concerns B* officials who have applied for
the 2005 certification procedure.
Following the call for applications published in Administrative Notice
No 82-2005, 1189 applications have been
registered.
The procedure for selecting officials to follow the training programme
offered by the European Administrative School has two stages:
- a pre-selection stage; and
- a second stage in which pre-selected officials are classified in
order of priority.
The draft list of officials who have submitted an application and have
been pre-selected (1st phase) is published in
Annex II
.
If you are involved in this procedure, you are strongly advised to
study the text in Annex I so as to gain a complete understanding of the
pre-selection criteria, the method used to determine the pre-selection of
candidates, and ways of appealing against the decision.
ANNEX I
THE CERTIFICATION PROCEDURE
A new procedure has been introduced under the Staff Regulations to
enable category B* officials of grade 5 or above to be appointed to
category A* posts, as long as they have been selected for and successfully
completed a compulsory training programme.
The certification procedure replaces the internal competitions for
transfer from category B* to A*. It is organised annually, starting in
2005.

The procedure for selecting officials to follow the training programme
offered by the European Administrative School has two stages: a
pre-selection stage and a second stage in which pre-selected officials are
classified in order of priority.
Pre-selection criteria
As a reminder, the pre-selection criteria
as defined by the Commission Decision of 22 June 2005 are as follows:
- The candidate’s career development report for 2004 must state that
he or she has the potential required to take on the functions of an
administrator.
- The candidate must have seniority in grade 5 or above of at least
three years if he holds a university diploma within the meaning of
Article 5(3)(b)(i) of the Staff Regulations, or at least six years if he
does not. The minimum seniority must have been acquired by 31 December
of the year in which the certification procedure is launched. Account
shall be taken of the seniority acquired as a temporary official in
grade 5 or above provided that there was no break between periods of
service as a temporary official and as a permanent official.
These two criteria must both be fulfilled.
IMPORTANT NOTICE FOR CANDIDATES
Candidates’ attention is drawn to the fact that fulfilment of the
pre-selection criteria is assessed on the basis of information
declared by the candidate in his/her application form. At this stage
of the procedure, the information has not yet been checked.
As indicated in Administrative Notice No 82-2005, the declarations
made by officials authorised to follow the compulsory training
programme in their application forms will be systematically
cross-checked against their personal files and attestations of the
experience obtained between 1 October 1999 and 30 September 2005 in
the priority areas.
If the information in the attestations does not correspond to the
documents in the personal file, or if the personal file is
incomplete, the application will be deemed ineligible.
The annexed list is therefore published subject to completion of the
checks mentioned above. |
Method used to determine the pre-selection of candidates
Once they have signed their application form, the officials can access for
the pre-selection stage their “certification” file via the Sysper2 system
(click on “Calculations”, then “Valorization” and “Pre-selection”), check
how the information they declared in the application form has been taken
into account and view the result.
Appeals before the joint certification committee
If you wish to dispute the fact that your application has not been
pre-selected, you must launch an appeal before the joint certification
committee within ten working days of the publication of this
Administrative Notice.
The appeal should be introduced into your certification file via the
“Sysper2” system. You must give reasons for your appeal, inserting your
arguments in the empty text box once you have clicked the button “Aller en
appel/Launch an appeal”; you will also need to attach any official
documents in support of your appeal (click on “Annexes”)(1)

If you are prevented from accessing the “Sysper2” software over an
extended period of time, you can send your appeal in writing to the
following address:

A written appeal must be sent within ten working days, with the
postmark providing evidence of this.
Once the joint certification committee has considered the appeals, the
appointing authority will publish the list of pre-selected officials,
including any modifications.
