STAFF APPRAISAL EXERCISE(1)
Reporting period 1 January to 31 December 2005
A new appraisal exercise covering the 2005 calendar year is due to be
launched. You will find detailed information on the principles governing
the annual staff appraisal, on the simplifications made since the last
appraisal exercise, on the different stages of the appraisal and on the
statistics for the 2005 appraisal and promotions exercises at the

Staff should note the following in particular:
- Officials who wish to apply for the attestation or certification
procedures in 2006 must ask their Reporting Officer to complete the
heading “potential”. If this is the case, the annual report cannot be
established by the carry-over of a previous report.
- In the light of earlier appraisal exercises, the expected merit mark
average for each Directorate-General is fixed at 14.25 for 2005.
- Reporting Officers must use the common standards established by DG
ADMIN for appraising competencies and conduct. The common standards may
however be supplemented by standards specific to each DG.
- The individual merit of officials who were promoted in 2005 is
appraised against the merit of those in the grade to which they were
promoted. This can produce a situation where a performance level
identical to that recorded in 2004 can result in a different assessment
of merit in the higher grade.
