Allowance for living conditions (LCA) in countries
outside the European Union
(Article 10 of Annex X to the Staff Regulations)
In accordance with Article 10(1) of Annex X to the Staff Regulations,
an allowance for living conditions is fixed according to the place of
employment of officials contract staff and temporary staff. The Appointing
Authority must review that allowance each year and, where appropriate,
adjust it after obtaining the opinion of the Staff Committee.
On January 15, 2006 the AIPN adopted a decision fixing the LCAs for these
countries from 1 January 2006.
The rates for the LCAs of these places of employment are set out in the
table at annex.

After consulting the Staff Committee and the Steering Committee for the
External Service,
Whereas:

Account should be taken of the examination by the relevant
Commission departments of the results of the questionnaire on living
conditions completed by the delegations, the ratings of the United Nations
system of hardship allowances and other information available.

Account should be taken of the Technical Group's proposal
of 12 December 2005 concerning the Appointing Authority’s evaluation of
the living conditions allowance set annually for all places of employment.

Account should be taken of the official opening of new
places of employment from1 July 2005, namely those for Moldova (Chisinau)
(25%) and Indonesia (Banda Aceh) (35%).

Account should be taken of the opening of new places of
employment from1 January 2006 following the changes that gave local staff
(ALATs) and individual experts the status of contract staff, namely: the
Netherlands Antilles (Willemstad) (10%), Belarus (Minsk) (25%),
Bosnia-Herzegovina (Banja Luka) (20%), Iraq (Baghdad) (40%), Kiribati
(Bairiki) (20%), Micronesia (Palikir) (20%), Montenegro (Podgorica) (20%),
Uzbekistan (Tashkent) (30%), Panama (Panama) (25%), Samoa (Apia) (20%),
Timor Leste (Dili) (35%) and Tonga (Nuku'alofa) (20%).

Account should be taken of the Kazakhstan delegation's
move, from 1 January 2006, to Astana (30%) from Almaty (30%),
THE APPOINTING AUTHORITY
HAS DECIDED AS FOLLOWS:
Officials, contract staff and temporary staff of the
European Communities assigned to postings outside the European Union shall
be paid a living-conditions allowance at the rate specified for their
place of employment in the Annex.
