Allowance for living conditions (LCA)in countries outside
the European Union
(Article 10 of Annex X to the Staff Regulations)
2007 financial year
In accordance with Article 10(1) of Annex X to the Staff Regulations,
an allowance for living conditions is fixed according to the place of
employment of officials, temporary staff and contract staff. The
Appointing Authority must review that allowance each year and, where
appropriate, adjust it after obtaining the opinion of the Staff
Committee.
On 14 February 2007 the AIPN adopted a decision fixing the LCAs for
these countries from 1 January 2007.
The rates for the LCAs of these places of employment are set out in the
table at annex.

COMMISSION
Having regard to the Treaty establishing the European Community,
Having regard to the Staff Regulations of officials of the European
Communities and the Conditions of Employment of Other Servants of the
Communities laid down by
Regulation (EEC, Euratom, ECSC) No 259/68(1) , as last amended by
Regulation (EC, Euratom) No 2104/2005(2) , and in particular Article 10(1)
of Annex X thereto,
Having regard to the internal rules on the allowance for living
conditions and the additional allowance referred to in Article 10 of
Annex X to the Staff Regulations which entered into force on 10 October
1987,
Having regard to the Commission decision of 16 June 2005 on the exercise
of powers conferred by the Staff Regulations on the appointing authority
and by the Conditions of Employment of Other Servants on the authority
responsible for concluding contracts of employment, as last amended by
the Commission decision of 31 May 2006,
Having regard to the Act concerning the conditions of accession of
Bulgaria and Romania, and in particular Article 27(4) thereof,
After consulting the Staff Committee and the Steering Committee for the
External Service,
Whereas:
- Account should be taken of the examination by the relevant
Commission departments of the results of the questionnaire on living
conditions completed by the delegations, the ratings of the United
Nations system of hardship allowances and other information
available.
- Account should be taken of the technical group’s proposal of 16
October 2006 concerning the Appointing Authority’s evaluation of the
living conditions allowance for all places of employment from 1
January 2007.
- Account should be taken of the technical group’s proposal of 16
October 2006 concerning the Appointing Authority’s revision of the
living conditions allowance applicable from 1 January 2007.
- increasing the living conditions allowance for Comoros
(Moroni) (from 30% to 35%), Djibouti (Djibouti) (from 30% to
35%), Eritrea (Asmara) (from 30% to 35%), Gabon (Libreville)
(from 20% to 25%), Lebanon (Beirut) (from 15% to 35%), Morocco
(Rabat (from 10% to 15%), Sri Lanka (Colombo) (from 30% to 35%),
Yemen (Sana'a) (from 35% to 40%), Zimbabwe (Harare) (from 25% to
30%);
- reducing the living conditions allowance for Algeria
(Algiers) (from 30% to 25%), Armenia (Yerevan) (from 30% to
25%), Bulgaria (Sofia) (from 15% to 10%), Cape Verde (Praia)
(from 25% to 20%), Kazakhstan (Almay) (from 30% to 25%),
Malaysia (Kuala Lumpur) (from 20% to 15%), Romania (Bucharest)
(from 15% to 10%), Togo (Lomé) (from 35% to 30%) and Vietnam
(Hanoi) (from 30% to 25%);
- abolishing the living conditions allowances for Japan
(Naka), Kiribati (Bairiki) and Tonga (Nuku' alofa).
THE APPOINTING AUTHORITY HAS DECIDED AS FOLLOWS:
Officials, temporary staff and contract staff of the European
Communities assigned to postings outside the European Union shall be
paid a living-conditions allowance at the rate specified for their place
of employment in the Annex.
This decision repeals and replaces that of 1 July 2006.
