Exceptional granting of rest leave
for staff serving outside the EU
(Article 8 of Annex X to the Staff Regulations)
This Administrative Notice repeals that of
28.09.2007, No 44-2007
Article 8 of Annex X to the Staff Regulations stipulates that, by way
of exception, the Appointing Authority may grant officials, contract
staff and temporary staff rest leave where living conditions are
particularly difficult at their place of employment.
On 1 February 2008 the AIPN adopted the decision on the exceptional
granting of rest leave for 2008 for officials serving in countries
outside the EU.
The annexed table sets out, for the places of employment concerned, the
rest leave entitlements resulting from the decision.

After consulting the Steering Committee for the External Service and the
political secretaries of the trade unions and staff associations,
Whereas:
- The Appointing Authority should, exceptionally, grant rest leave
for officials, temporary staff and contract staff of the European
Communities serving in places of employment outside the European
Union where living conditions are particularly difficult.
- The places of employment conferring entitlement to exceptional
rest leave have been identified on the basis of the parameters used
to fix the living-conditions allowance,
THE APPOINTING AUTHORITY
HAS DECIDED AS FOLLOWS:
With effect from 1 January 2008, officials, temporary staff and
contract staff of the European Communities serving outside the European
Union are granted rest leave for 2008 on the basis of the parameters
used to fix the living conditions allowance as follows:
11 LCA points = 6 working days over a maximum of 2 periods
12 LCA points = 9 working days over a maximum of 3 periods
13/14 LCA points = 12 working days over a maximum of 4 periods
15/16 LCA points = 15 working days over a maximum of 5 periods. This decision repeals and replaces that of 30 August 2007.
