REVISION OF THE RULES ON THE CONDITIONS AND PROCEDURES
FOR AWARDING WELFARE GRANTS AND LOANS - COMMISSION DECISION(1)
This administrative notice concerns officials in active service and
temporary and contractual staff of the European Commission during the
term of their contract or after its expiry as laid down in Articles 30
and 98 of the Conditions of Employment of Other Servants(2).
Commission staff may receive a loan or non-refundable assistance where
warranted by the particularly difficult social and material position of
those concerned, resulting from extremely serious circumstances which
are not of the applicant's making(3).
All other reasonable solutions must have been considered in detail
beforehand.
Applications for loans or assistance must be made in writing to the
welfare officers of the units responsible for welfare policy and
psychosocial interventions within the Directorate-General for Personnel
and Administration (in Brussels and Luxembourg) or to the welfare
officer of the applicant’s place of employment. The application forms
can be obtained from the welfare officers. The welfare officer will
examine the social circumstances relating to the application, and once
the file has been completed, submit it anonymously for an opinion to the
Joint Advisory Committee for Welfare Loans and Assistance (CCOPS). The
decision will be taken by the appointing authority responsible for
applying Article 76 of the Staff Regulations (Head of Unit ADMIN/C/1).
Following the Commission decision to replace the provisions in force on
welfare grants and loans and on the operation of the CCOPS, the new
provisions entered into force on 11 November 2008.
