CERTIFICATION PROCEDURE, 2009 EXERCISE
DRAFT LIST OF THE BEST-RANKED
PRE-SELECTED CANDIDATES
This administrative information concerns the 241 officials
pre-selected in the 2009 certification exercise.
The procedure for selecting officials to follow in 2010 the training
programme offered by the European Administrative School (EAS) has three
stages: admission; pre-selection; evaluation and ranking of the
pre-selected candidates. This Administrative Notice presents the
provisional result of the third stage.
IMPORTANT WARNINGS TO APPLICANTS

The draft list published in
annex 1 is based on the provisional ranking of the
pre-selected candidates. Modifications could be proposed by the
Joint committee for the certification procedure (see points 3 & 5).

Nevertheless, the candidates listed in
annex 1 are already invited to organise their absence during the training
programme (see dates under point 6). But they should note that
inclusion of their name on the attached list cannot be considered as
a guarantee that they will be authorised to follow the training
programme in 2010.

The declarations of the pre-selected candidates
regarding their recent professional experience acquired in the areas
of needs have not yet been checked. For the professional experience
acquired between 1 January 2004 and 31 December 2009, all the
candidates whose names appear on the final draft list of the
best-ranked pre-selected candidates (annex 1) are invited to
provide certificates signed by the Head of the Human Resources
Unit for the Services in which they acquired that professional
experience, confirming the accuracy of the information supplied (see
details under point 6 below).

- NUMBER OF PRE-SELECTED CANDIDATES
The final list of the 241 pre-selected candidates was adopted by the
Appointing authority on 25 January 2010 and published by means of
Administrative notice n°09-2010 of 2nd
February 2010.
- EVALUATION BY THE DGS AND SERVICES OF THE PRE-SELECTED CANDIDATES
The DGs and Services of the pre-selected candidates (according to
the assignment on the date of signature of their application) have
provided an opinion on the basis of a qualitative analysis of the
applications.
This opinion is motivated and takes the form of comments and of a
ranking of the pre-selected candidates assigned to the same DG or
Service on the basis of a comparative analysis of the candidates
and of their potential to become AD officials. The analysis of the DGs
and Services was based on the needs of the services and in particular on
the 3 criteria defined by the General Implementing Provisions (GIPs) of
20 November 2007 (see Administrative
information n°54-2007):
- responsibilities and duties currently performed by the
pre-selected applicants as mentioned in their job description or other
relevant documents, and how these responsibilities and duties are
carried out by the applicants;
- versatility of the pre-selected candidates on the basis of the
various functions performed and responsibilities held within the
European Institutions;
- relevant training courses followed as mentioned in their training
passport; ability to work in Community languages as required by the
service; ability to follow a training programme in French or English
(given that the candidates may not follow the EAS mandatory training
programme in their principal language).
Common evaluation grids and guidelines for establishing the ranking
have been established by the Appointing authority after consulting the
Joint committee for the certification procedure (hereafter, "Joint
committee"). They are available for consultation by the candidates on
the My IntraComm website dedicated to the 2009 certification exercise.

Please note that the number of points and the rankings obtained during
the pre-selection phase are no longer taken into account in this
evaluation stage.
Each pre-selected candidate can see in his/her « certification »
application file in Sysper2 ("Calculations" section / "Selection" tab)
the opinion issued by his/her Service, his/her ranking among the
pre-selected candidates assigned to his/her Service, the number of
points resulting from the ratio based on his/her ranking and on the
number of pre-selected candidates assigned to his/her Service.
- PROVISIONAL RANKING OF THE PRE-SELECTED CANDIDATES
After identifying the applications considered by the DGs and
Services as being the first priorities, DG HR has established the
draft list of the 113 best-ranked pre-selected
candidates in annex 1. This draft list indicates the name of these
candidates (in alphabetical order), their assignment and their ranking
among the total number of pre-selected candidates assigned to their
DG/Service (or among the total number of pre-selected candidates alone
in their DG/Service). This list was established as follows.
On the basis of a qualitative and comparative analysis, the DGs and
Services have indicated the ranking of each pre-selected candidate among
the pre-selected candidates of the same DG/Service (for example, ranking
4 out of 12 which means that the candidate is ranked as 4th
priority out of the 12 pre-selected candidates in his/her DG/Service).
On this basis, a number of points has been automatically calculated – on
the basis of the ratio: ranking obtained / number of pre-selected
candidates of the service:

pre-selected candidates) = result lower than 1 |
The candidates considered as being the first priorities of the DGs
and Services are those who have a result greater or equal to 0,5 point.
The attached list contains the name of the candidates having reached or
passed this threshold, i.e. the minimum number of points required in
order to be allowed to take part in the training programme. This
indicative threshold may be reviewed.
The 6 Services with only one pre-selected candidate have not had the
opportunity to compare the applications. On the basis of the information
contained in the application form, the result of the analysis made by
the DG/Service of assignment and of a comparison of the pre-selected
candidates of all the services, the Joint committee has established an
order of priority among the 6 candidates in this situation. On this
basis, these candidates obtain a ratio corresponding to their ranking /
number of pre-selected candidates alone in their Service (5).
As explained above, the ranking is provisional and
modifications could be proposed by the Joint committee. Inclusion of
your name on the attached list cannot be considered as a guarantee that
you will be authorised to follow the training programme in 2010.
- APPEAL TO THE JOINT COMMITTEE FOR THE CERTIFICATION PROCEDURE
Each pre-selected candidate can see in his/her « certification »
application file in Sysper2 ("Calculations" section / "Selection" tab)
the opinion issued by his/her Service, his/her ranking among the
pre-selected candidates assigned to his/her Service, the number of
points resulting from the ratio based on his/her ranking and on the
number of pre-selected candidates assigned to his/her Service.
A pre-selected candidate who contests its ranking on the basis of the
criteria mentioned under point 2 may lodge a substantiated appeal before
the Joint committee.
This appeal must be lodged via the « certification » file in Sysper2 (by
clicking on the “Launch an appeal” button) within 10 working days
following the publication of this Administrative notice. The appeal has
to be substantiated: a free-text area of unlimited size will be
available; documents supporting the appeal can be enclosed (via the
“Annexes” tab).
If, for some reason, an official is prevented from accessing Sysper2,
he/she may lodge an appeal by sending a substantiated note to:

This note must be sent within the above-mentioned deadline, as evidenced
by the postmark.
- NEXT STAGE IN THE PROCEDURE: FINAL LIST OF CANDIDATES AUTHORISED TO
FOLLOW THE TRAINING PROGRAMME IN 2010
The Joint committee shall deliver an opinion on each appeal and shall
propose, where necessary, to modify the list of candidates authorised to
follow the training programme in 2010 (even for pre-selected candidates
who did not lodge an appeal).
The Joint committee shall propose a definitive threshold. If it has to
decide between pre-selected officials in the same situation (the
ex-aequo group), the Joint committee shall adopt a motivated decision.
To that end, the Joint committee will take into account subsidiary
elements such as length in service as an official or temporary staff in
grade 5 or above – excluding the ex-C/C* or ex-D/D* careers – and, where
the length of service is the same, the principle of equal opportunities.
On the basis of the opinion of the Joint committee, the Appointing
authority will decide on the follow up. It will adopt and publish the
final list of officials authorised to follow the training programme in
2010.
- CERTIFICATES TO BE PROVIDED BY THE OFFICIALS WHOSE NAMES APPEAR ON
THE DRAFT LIST OF THE BEST-RANKED PRE-SELECTED CANDIDATES
For the professional experience acquired between 1 January 2004 and 31
December 2009, the candidates whose names appear on the draft list of
the best-ranked pre-selected candidates (annex 1) are invited to provide
certificates signed by the Head of the Human Resources Unit for the
DGs/Services in which they acquired that experience, confirming the
accuracy of the information supplied. A model certificate for signature
is attached in annex 2.
The candidates must send by mail the signed new certificates by 9 April
2010 to the following address:

The certificates should mention, for each period of professional
experience, the most relevant field of needs covered as declared in the
application form. If a certificate was already established in the
framework of the 2005, 2006, 2007 or 2008 certification exercise and is
covering the same period and same field, it remains valid. DG HR.B.4
will recover this certificate and attach it to the 2009 application
file.
The Joint committee may exclude from the final list any candidate who
doesn't justify all his/her professional experience 2004-2009 declared
in his/her application form.
- THE COMPULSORY "CERTIFICATION" TRAINING PROGRAMME
Courses and exams will take place in Brussels and Luxembourg and be
organised in English and French. A sufficient level of linguistic
knowledge is essential and no official will be allowed to follow the
training programme in his/her principal language.
The 113 candidates listed in the draft
annex 1 are already invited to
organise their absence during the training programme. But they should
note that inclusion of their name on the attached list cannot be
considered as a guarantee that they will be authorised to follow the
training programme in 2010. EAS will contact the 113 candidates subject
to the confirmation of their participation in the training programme
upon adoption of the final list by the Appointing authority.
The training programme will start on 31 May 2010. The candidates
authorised to follow the training programme will be invited to follow an
information session by means of a video presentation to be consulted on
My IntraComm.
