Competences of Vice-President ASHTON in respect of
selection procedures and appointments for middle and senior management
functions
The selection procedures and appointments for middle and senior
management functions of the future European External Action Service
(EEAS) should already at the present stage be carried out in accordance
with the principles that will apply to the EEAS after its formal
establishment.
For this reason, the College decided on 23 June 2010 (PV(2010) 1923):
- that, by derogation from Decision C(2010) 3680 of 15 June 2010
on the Appointing Authority, the powers conferred by the Staff
Regulations on the Appointing Authority and by the Conditions of
Employment of Other Servants (CEOS) on the Authority Empowered to
Conclude Contracts of Employment shall be exercised by
Vice-President ASHTON with regard to selection procedures and
appointments for senior and middle management functions that are
created in the organisation chart of the EEAS or will be transferred
from Commission departments to the EEAS;
- to authorise Vice-President ASHTON to derogate, where necessary,
in respect of the selection procedures and appointments for the
aforementioned senior and middle management functions from all the
relevant Commission decisions, while ensuring the application of
selection procedures in line with the Staff Regulations and the
CEOS.
These decisions took effect immediately. The decision taken by the
College on 24 February 2010 in respect of appointments of Heads of
Delegation at Head of Unit level in the framework of the 2010 rotation (Administrative
Notice No 33-2010 of 10 June 2010) remains applicable. |
