Competences of Vice-President ASHTON and the Director-General of the Directorate-General for External Relations in respect of selection procedures and appointments for non-management functions of the future European External Action Service

The College decided on 23 June 2010 that the selection procedures and appointments for middle and senior management functions of the future European External Action Service (EEAS) should already at the present stage be carried out in accordance with the principles that will apply to the EEAS after its formal establishment (Administrative Notice No 44-2010 of 20 July 2010). It seems appropriate to follow the same approach in respect of non-management functions.

For this reason, the College decided on 13 July 2010 (PV(2010) 1926):

  • that, by derogation from Decision C(2010) 3680 of 15 June 2010 on the Appointing Authority, the powers conferred by the Staff Regulations on the Appointing Authority and by the Conditions of Employment of Other Servants (CEOS) on the Authority Empowered to Conclude Contracts of Employment shall be exercised by the Director-General of the Directorate-General for External Relations (DG RELEX) with regard to selection procedures and appointments for non-management functions that are created in the organisation chart of the EEAS or will be transferred from DG RELEX to the EEAS;
     
  • to authorise Vice-President ASHTON to derogate, where necessary, in respect of the selection procedures and appointments for the aforementioned non-management functions from all the relevant Commission decisions, while ensuring the application of selection procedures in line with the Staff Regulations and the CEOS.

These decisions took effect immediately.
