Redistribution of responsibilities within DG ADMIN

The decision of the Director-General for Personnel and Administration attributing responsibilities within DG ADMIN from 1 February 2007 is set out below. This decision follows changes in attestation and certification procedures as well as in the organization of the services of the Directorate-General.

As the Director-General of DG ADMIN is empowered to adopt certain acts concerning staff management, this decision concerns all Commission officials and other servants, apart from local staff. It establishes who (the Director-General himself or within DG ADMIN’s departments) has the authority to adopt

  • decisions provided for by the Staff Regulations in respect of officials (these decisions are taken by the Appointing Authority);
     
  • decisions provided for by the Conditions of Employment of Other Servants in respect of temporary, auxiliary and contract staff and special advisers (these decisions are taken by the Authority Responsible for Concluding Contracts of Employment).

DECISION
OF THE DIRECTOR-GENERAL FOR PERSONNEL AND ADMINISTRATION
ON
THE EXERCISE OF THE POWERS CONFERRED ON THE APPOINTING AUTHORITY AND THE AUTHORITY RESPONSIBLE FOR CONCLUDING CONTRACTS OF EMPLOYMENT

The Director-General for Personnel and Administration,

Having regard to the Commission decision of 16 June 2005(1), as last amended by the decision of 13 June 2006(2), on the exercise of the powers conferred by the Staff Regulations on the Appointing Authority and by the Conditions of Employment of Other Servants on the Authority Responsible for Concluding Contracts of Employment (“Appointing Authority Decision”), and in particular the first paragraph of Article 5 thereof,

Whereas:

  1. Taking into account changes in attestation and certification procedures, it is necessary to amend the currently applicable decision of the Director-General for Personnel and Administration subdelegating the powers conferred by the Staff Regulations on the Appointing Authority and by the Conditions of Employment of Other Servants on the Authority Responsible for Concluding Contracts of Employment.
     
  2. In the interests of clarity, it is necessary to make certain adaptations to the competences concerning the sickness insurance and invalidity coverage for officials, temporary staff and contract staff,

Has adopted this decision:

Article 1

The powers delegated to the Director-General for Personnel by Commission decision C(2005) 1792 of 16 June 2005 as amended shall hereby be subdelegated to the Directors and Heads of Unit of the Directorate-General for Personnel and Administration as shown in the Annex hereto.

Article 2

The decision of 29 September 2006(3) of the Director-General for Personnel and Administration subdelegating the powers conferred by the Staff Regulations on the Appointing Authority and by the Conditions of Employment of Other Servants on the Authority Responsible for Concluding Contracts of Employment shall hereby be repealed.

Article 3

This decision shall enter into force on 1 February 2007.
