ATTESTATION, 2006 EXERCISE
DRAFT LIST OF ADMITTED OFFICIALS
Following the call for applications for the 2006 exercise of the
attestation procedure, issued by means of
Administrative Notice No 60-2006,
1747 signed applications were registered. The 1747 officials who applied
for the 2006 attestation exercise are invited to read what follows.

The draft list of 1446 officials whose applications are considered
admitted is given in annex
.
This draft list was submitted to the Joint committee for the
attestation procedure.
Admitted applicants are those who meet each of the four following
criteria:
- A minimum seniority in career streams C/C* or D/D* (or in a
higher category) of at least 5 years as at 16 January 2007.
- A level of education at least equal to "a level of
post-secondary education attested by a diploma" (higher
non-university degree or short university cycle of a legal
duration of at least 2 years). Additional professional
experience within or outside the Institutions can be used to
count towards a lower level of education.
- The potential to perform "Administrative assistant"
functions must have been positively assessed under the
"potential" heading completed in a career development report
(CDR) covering at least 6 months of the year 2005.
- The level of performance should not be assessed as
inadequate or insufficient in the annual 2005 CDR.
As a reminder, the admission criteria are spelled out in Article
5(1) of the Commission
Decision of 29 November 2006
and the detailed rules for applying
the admission criteria for the 2006 attestation exercise are set out
in the Appointing authority
decision of 14 December 2006.
WARNING TO APPLICANTS
You should note that admission has been decided on the basis
of the information given in your application form. At this
stage in the procedure, that information has not yet been
checked.
As stated under point
3.4 of the call for applications, DG ADMIN will
systematically check the information provided by all
applicants on the final list of admitted applicants, after
the publication of the final list and at the latest when the
request for attestation are processed. If the application
information does not tally with the documents in the
personal file, attestation will not be granted. |
- Method used to decide on admission

Any candidate who has signed his/her application form can check how
the information declared in his/her application form has been taken
into account and what the outcome is. This information is available
in his/her "attestation" application file in Sysper2, under
"Calculations", tabs "Valorisation " and "Admission").
- Appeals before the Joint committee for the attestation procedure

Officials who have applied and believe they meet the criteria set
out in paragraph 1 above but who are not included on the list in
annex may appeal to the Joint committee for the attestation
procedure within ten working days of publication of this
administrative notice.
The appeal must be lodged via your attestation file in Sysper2 and
must be substantiated: after clicking on “launch an appeal” a field
appears in which you can write as much as you like; you must attach
documents in support of your appeal by clicking on “Attachments”.(1)
If you are unable to access Sysper2 for some reason, you may send a
substantiated appeal by letter to:

The letter must be sent by the deadline of 10 working days referred
to above, the postmark serving as proof of the sending date.
After the Joint committee has examined any appeals received, the
appointing authority will publish the final list – amended if
necessary – of the officials admitted to the 2006 exercise of the
attestation procedure.
