2005 CERTIFICATION PROCEDURE

This Administrative Notice concerns B* officials whose applications have been pre-selected under the certification procedure.

Following the pre-selection phase covered by Administrative Notice No 88-2005, officials whose applications have been pre-selected have been classified in order of priority.

The highest ranked in each of the seven priority fields selected by the Appointing Authority are authorised to follow the training programme to be provided by the European Administrative School.

The draft list of the best placed officials is at Annex II .

If you are involved in this procedure, you are strongly advised to study the text in Annex I to gain a complete understanding of the classification criteria, the method used to draw up the list of best placed officials and ways of appealing against the decisions.

ANNEX I

THE CERTIFICATION PROCEDURE

The Staff Regulations introduced a new procedure, for certification, designed to enable category B* officials in grade 5 or above to be appointed to category A* posts, as long as they have been selected for and successfully complete a compulsory training programme.

The certification procedure replaces the internal competitions for transfer from category B* to A*. It is organised annually, starting in 2005.

The procedure for selecting officials to follow the training programme offered by the European Administrative School has two stages: a pre-selection stage followed by a second stage in which pre-selected officials are classified in order of priority.
 

  1. Officials whose applications have been pre-selected

    The draft list of officials whose applications were pre-selected for 2005 was published in Administrative Notice No 88-2005

    Following appeals to the joint certification committee, the Appointing Authority decided on 26th January 2006 to amend the list by adding the following officials:

    DROULEZ, Hubert
    EMPL, Erich
    FERRALORO, Salvatore
    HENSLEY, Rosemarie

     
  2. Classification of admitted officials in order of priority

    The criteria used to classify the pre-selected officials in order of priority were set out in Article 4(3) of the Commission decision of 22 April 2005: professional experience acquired in the institutions and level of professional training in the fields in which the Commission has identified particular needs; merit marks in the most recent career development reports.

    The value of these criteria and the weighting applied to them were decided in a decision of the Appointing Authority dated 17 October 2005, following the opinion of the joint certification committee.

    All admitted officials may, from the date of publication of this Administrative Notice, find out through their ‘certification’ file, accessible under Sysper2 (tab ‘Calculation’, sub-tab ‘Classification’) the number of points they have obtained and their classification in the priority field they selected. They may also check the method of calculation used.
     
  3. Draft list of the best placed officials

    In accordance with the Appointing Authority’s decision of 17 October 2005, the list of officials authorised to take part in the training programme should be drawn up:
     
    • the 15 best placed officials who chose the field ‘external communication policy’;
       
    • the 15 best placed officials who chose the field ‘compliance with Community law and dealing with infringements’;
       
    • the 15 best placed officials who chose the field ‘budget, finance and contracts’;
       
    • the 20 best placed officials who chose the field ‘management of programmes and projects’;
       
    • the 15 best placed officials who chose the field ‘audit’;
       
    • the 15 best placed officials who chose the field ‘human resources management’;
       
    • the 15 best placed officials who chose the field 15 ‘information technology’.

    The draft list in Annex II shows for each field the officials who obtained total points equal to or exceeding those obtained by the official occupying the place equal to the number of officials to be selected for that field.
    This draft list is not definitive. As indicated in points 4 and 5, the joint committee will have to consider appeals lodged by officials contesting the number of points obtained. It will also make a proposal to the Appointing Authority for separating applicants with equal points. Only after the committee has completed its work will the Appointing Authority adopt the definitive list of the 110 people authorised to take part in the training programme.
     

    VERIFICATION OF INFORMATION ON THE APPLICATION FORM

    The information on the application form has been checked for the officials on the draft list in Annex II, using data in their personal files and attestations of professional experience acquired in the priority fields issued by Heads of human resources units.

    Where the information provided did not correspond to the documents in the file or the attestations provided the application form was amended and those concerned were duly notified. The files were then recalculated using the amended information.


  4. Appeals to the joint certification committee for the procedure

    Officials whose applications were pre-selected but who dispute the number of points obtained have ten working days following publication of this list to make a substantiated appeal to the joint certification committee.

    This appeal must be introduced using the ‘Sysper2’ software in your certification file. It must be substantiated: each user has access to an unlimited free text field after clicking on ‘Launch an appeal’; official supporting documents must be attached (tab ‘Annexes’).

    If you are prevented from accessing the “Sysper2” software over an extended period of time, you can send your appeal in writing to the following address:

    A written appeal must be sent within ten working days, with the postmark providing evidence of this.
     
  5. List of the 110 officials who will be authorised to take part in a training programme

    The list in Annex II  will be submitted to the joint certification committee.

    That committee will also give its opinion on the appeals made.

    It will send the Appointing Authority a proposal for separating those with equal points. As stated in the Appointing Authority’s decision of 17 October 2005, to do this account will be taken firstly of seniority in category, and then, if this is equal, the principle of equal opportunities.

    When the committee has finished its work, the Appointing Authority will publish the list of the 110 officials who will be authorised to take part in the training programme given by the European Administrative School.
