2005 CERTIFICATION PROCEDURE
LIST OF THE 110 OFFICIALS AUTHORISED TO FOLLOW THE
TRAINING PROGRAMME
This Administrative Notice concerns B* officials whose applications
have been pre-selected under the certification procedure.
On 17th March 2006 the Appointing Authority adopted the list of the 110
officials authorised to take part in the training programme under the 2005
certification procedure.
That list is published in Annex 1.
Officials whose names appear on the list are invited to consult the
information below on the compulsory training programme.
For further information on the response to appeals against the total
points obtained, on the complaints procedure and on the procedure used to
draw up the definitive list of the 110 officials authorised to follow the
training programme, please see Annex 2.
COMPULSORY TRAINING PROGRAMME
The 110 officials whose names are listed in the Annex are authorised to
follow the training programme to be run in 2006 by the European
Administrative School (EAS), to which the Commission has delegated the
design and organisation of the inter-institutional training programme.
This training comprises a general module and a specific module.
In order to enable officials working in places other than Brussels and
Luxembourg and officials working part-time to participate, the EAS has
organised the common core in a single block of around five weeks starting
29 May 2006 (1) and the specific modules in another block of 10-12 days during
the first half of October 2006.
The choice of specific module will be established following a discussion
involving the official, his/her reporting officer and the Head of the
Human Resources Unit of the Directorate-General to which the official is
assigned. Account will be taken of the priority field selected by
officials in their application for the certification procedure. Decisions
concerning specific module choices will be forwarded to the EAS, which
will contact the officials.

Officials included in the list in the Annex who take parental leave under
Article 42a of the Staff Regulations, family leave under Article 42b or
maternity leave under Article 58, before or during the period of the
training programme, will be authorised, if they so wish, to postpone the
training until the following year without having to reapply.

REMINDER CONCERNING THE PROCEDURE FOR DRAWING UP THE DEFINITIVE LIST OF
THE 110 OFFICIALS AUTHORISED TO FOLLOW THE TRAINING PROGRAMME
- Response to appeals against the total points obtained
Following publication of the list of officials best placed in each of
the seven priority fields selected by the Appointing Authority (see
Administrative Notice No 10-2006 of 7 February 2006), officials admitted
to participate in the 2005 certification procedure who disputed the
total points obtained had ten working days to make a substantiated
appeal to the Joint Certification Committee.
At its meeting held on 15 March 2006 the Joint Committee issued an
opinion on each of the appeals lodged.
Officials who appealed may consult their certification file in Sysper
2 to see the response of the Appointing Authority to their appeal.
This information is accessible by clicking on the "Summary" tab under
"File history".
Article 90(2) of the Staff Regulations permits a complaint to be made
against the decision of the Appointing Authority. How to do this is

- Reminder concerning the procedure for drawing up the definitive
list of the 110 officials authorised to follow the training programme
In accordance with the Appointing Authority’s decision of 17 October
2005

the list of the 110 officials authorised to take part in the training
programme should be drawn up as follows:
- the 15 best placed officials who chose the field "external
communication policy";
- the 15 best placed officials who chose the field "compliance with
Community law and dealing with infringements";
- the 15 best placed officials who chose the field "budget, finance
and contracts";
- the 20 best placed officials who chose the field "management of
programmes and projects";
- the 15 best placed officials who chose the field "audit";
- the 15 best placed officials who chose the field "human resources
management";
- the 15 best placed officials who chose the field "information
technology".
In order to comply with this breakdown, the Joint Committee
considered the draft list of best placed officials published in each of
the seven priority fields. It sent the Appointing Authority a proposal
on deciding between ex-aequo officials.
As stated in the Appointing Authority’s decision of 17 October 2005, to
do this account was taken firstly of seniority in category, and then, if
this was equal, the principle of equal opportunities. The Appointing
Authority accepted the proposal of the Joint Committee.
