CERTIFICATION, 2006 EXERCISE

DRAFT LIST OF ADMITTED OFFICIALS

Following the call for applications for the 2006 exercise of the certification procedure, issued by means of Administrative Notice N° 10-2007, 959 signed applications were registered. The officials who applied are invited to read what follows.

  1. Draft list of officials whose applications are considered as admitted

    The draft list of 874 officials whose applications are considered admitted is given in annex.

    Admitted applicants are those who meet each of the 2 following criteria:
     
    1. A minimum seniority, acquired as at 31/12/07, in career stream ex-B* (AST career path with no restriction) or higher, as official or temporary staff member, in grade 5 or above:
       
      • 3 years if they hold a university level diploma (university education of a legal duration of at least 3 years); or
         
      • 6 years if they have a lower education level.

      Account is taken of the seniority acquired as a temporary staff member provided that there was no break between periods of service as a temporary staff member and as a permanent official. Seniority acquired in the AST career paths with restriction (ex-C* and ex-D* career paths) and periods of leave on personal grounds are not taken into account.
       

    2. The "potential" section of their annual Career Development Report (CDR) relating to 2004 or 2005 state that they have the potential required to take on the functions of an administrator.

    As a reminder, the admission criteria are spelled out in Article 4(2) of the Commission decision of 22 June 2005 and the detailed rules for applying the criteria for the 2006 certification exercise were defined by the Appointing authority on 2 February 2007.

    IMPORTANT WARNING TO APPLICANTS

    Applicants should note that admission has been decided on the basis of the information given on their application form. At this stage in the procedure, that information has not been checked.

    As stated under point 3.5 of the call for applications, DG ADMIN will systematically check the information provided by the best-ranked candidates. If the application information does not tally with the documents in the personal file, the application will consequently be deemed not eligible.

    The annexed list is therefore published subject to completion of the checks mentioned above.


  2. Method used to decide on admission

    Any candidate who signed his/her application form can check how the information declared in his/her application form has been taken into account and what the outcome is. This information is available in his/her « Certification » application in Sysper2, under « Calculations », « Valorisation » and « Pre-selection ».
     
  3. Appeals before the Joint committee for the certification procedure

    Officials who have applied and believe they meet the criteria set out in paragraph 1 above but who are not included on the list in annex may appeal to the Joint committee for the certification procedure within ten working days of publication of this Administrative Notice.

    The appeal must be lodged via « Sysper2 », in the certification file. It must be substantiated: after clicking on « Launch an appeal », a field – unlimited in size – appears; documents in support of the appeal must be attached by clicking on « Attachments »)(1).

    If an official is unable to access Sysper2 for some reason, he/she may send a substantiated appeal by letter to:

    This letter must be sent by the deadline of 10 working days referred to above, the postmark serving as proof of the sending date.

    After the Joint Committee has examined the appeals received, the appointing authority will publish the final list – amended if necessary – of the officials admitted to the 2006 certification exercise.
     
  4. Next stage in the procedure

    After the admission phase, the pre-selected officials will be ranked in order to select the candidates who will be authorised to follow the training programme organised by the European administrative school (EAS) in 2007. Points shall be awarded as follows:
     

    Professional experience

    – Within the Institutions
    – In one of the 7 priority fields
    – Between 1 January 1997 and 31 December 2006
    – As temporary staff member or as official (even in case of breaks between periods of service)
    – In career stream ex-B* or higher
    – Maximum of 17 points

    1,25 point for every full year
    (and 1,25/12th of a point for every full month)

    Between 01/01/2001 and 31/12/2006

    2 points for every full year

    One ranking per priority field (on the basis of the field chosen by the candidates at the moment of introducing their application form) shall be established and the draft list of the best-ranked shall be published, beginning of April 2007.

    For the professional experience acquired between 1 January 2001 and 31 December 2006, DG ADMIN will invite the candidates listed on the draft list of officials authorised to follow the training programme to provide certificates signed by the Head of Human Resources Unit(s) for the department(s) in which they have acquired that experience, confirming the accuracy of the information provided. A model certificate for signature shall be provided in due time to the candidates concerned.
     
  5. Important warnings on the 2007 "certification" training programme

    Information sessions will be organised by the School (EAS) on 3 May 2007 (in Brussels) and on 4 May 2007 (in Luxembourg). The training programme will consist of two blocks: the first one will start on 30 May and end on 22 June 2007. The second block will take place from 20 September (Luxembourg) and 24 September (Brussels) till 16 October 2007.

    Courses will be given in English and French. To avoid any discrimination on linguistic grounds, no official will be allowed to follow the programme in his/her main language.
