CERTIFICATION, EXERCISE 2006
DRAFT LIST OF OFFICIALS AUTHORISED TO FOLLOW THE
TRAINING PROGRAMME IN 2007
This Administrative Notice concerns the officials whose applications
to the 2006 certification exercise have been admitted and the officials
who launched an appeal because of their non-admission.
The procedure for selecting officials to follow the training programme
offered by the European Administrative School (EAS) in 2007 has two
stages: the admission followed by the ranking of the admitted officials
in order of priority. This Administrative Notice finalises the admission
phase and presents the results of the draft ranking.
IMPORTANT WARNING
- Admitted candidates: the list in Annex 1 is
definitive.
- Candidates authorised to follow the training:
the draft list in Annex 2 is not definitive. The
ranking might still be modified by the analysis of
appeals lodged by officials contesting the number of
points obtained (see point 3 below) and by the
separation of applicants with equal points. Only then
shall the list of the 110 officials allowed to follow
the training be finalised and adopted.
- The best-ranked candidates, listed in Annex 2, are
invited to provide certificates confirming the
accuracy of the professional experience acquired
between 1 January 2001 and 31 December 2006 (see point 4
below).
- The information provided in the application forms
of the officials listed in Annex 2 was checked by DG
ADMIN. If the information did not tally with the
documents in the personal files, the certification file
was modified and a comment was added in the "summary"
section. The file was subsequently recalculated on the
basis of the modified information.

As a reminder, the admission criteria are spelled out in
Article 4(2) of the Commission
decision of 22 June 2005 and the detailed
rules for applying the criteria for the 2006 certification exercise
were defined by the Appointing authority on 2 February 2007.
- Final list of admitted officials
Following the publication of the draft
list of officials admitted to the 2006 certification exercise
(lien IA 19-2007) and the appeals to the Joint committee for the
certification procedure, the Appointing authority decided on 30
March 2007
to amend the list by adding the following officials:

certification exercise was adopted by the Appointing authority on 30
March
2007 and is published in Annex 1
.
- Classification of admitted officials in order of priority

For each of the 7 priority fields, a ranking was established on the
basis of the priority field chosen by the candidates when applying.
The draft list in Annex 2
shows, for each field, the officials
who obtained total points equal to or exceeding those obtained by the
official occupying the place equal to the number of posts available for
that field:
- the 15 best placed officials who chose the field ‘external
communication policy’;
- the 15 best placed officials who chose the field ‘compliance
with Community law and dealing with infringements’;
- the 15 best placed officials who chose the field ‘budget,
finance and contracts’;
- the 20 best placed officials who chose the field ‘management of
programmes and projects’;
- the 15 best placed officials who chose the field ‘audit’;
- the 15 best placed officials who chose the field ‘human
resources management’;
- the 15 best placed officials who chose the field 15 ‘information
technology’.
- Appeals to the Joint committee for the certification procedure
All admitted officials may find out through their "certification" file
in Sysper2 (tab "Calculation", sub-tab "Classification") the number of
points they have obtained and their classification in the priority field
they selected. They may also check the method of calculation used.
Admitted officials who dispute the number of points obtained have ten
working days following publication of this Administrative Notice to make
a substantiated appeal to the Joint committee for the certification
procedure.
This appeal must be introduced using the "Sysper2" software, in the
"Certification" file. It must be substantiated: each user has access to
an unlimited free text field after clicking on "Launch an appeal".
Supporting documents must be attached (tab "Annexes").(1)

time, you can send your appeal in writing to the following address:

This written appeal must be sent within ten working days, with the
postmark providing evidence of this.
- Certificates to be provided by the provisionally best-ranked
officials
For professional experience acquired between 1 January 2001 and 31
December 2006, candidates on the draft list of officials authorised to
follow the training programme (Annex 2[link]) are invited to provide
certificates signed by the Head of the Human Resources Unit for the
department(s) in which they acquired that experience, confirming the
accuracy of the information supplied. A model certificate for signature
is attached in Annex 3
.
The certificates established in the context of the 2005 certification
exercise remain valid. They were sent to DG ADMIN and attached to the
2005 certification applications. DG ADMIN will attach them also to the
relevant 2006 certification applications. The candidates concerned are
therefore requested to provide certificates only for their professional
experience that is not yet covered by an existing certificate. Please
note that the reference period of the 2005 certification exercise ended
on 30 September 2005, whereas it now ends on 31 December 2006.
These signed certificates must be sent by the candidates
before 25 April

- Next step in the procedure
The list in Annex 2 [lien] will be submitted to the Joint committee for
the certification procedure. This Committee will provide an opinion on
the appeals lodged and, if needed, will propose a separation of
applicants with equal points. As decided by the Appointing authority on
2 February 2007, the criteria for making such
a proposal will be, in the first instance, the length of service in the
category and, where the length of service is the same, equal
opportunities.
Once the Joint committee has given its opinion, the Appointing authority
will publish the list of the 110 officials authorised to take part in
the training programme organised by EAS in 2007.
- Dates and language of the compulsory training
Dates The training programme will consist of two blocks.
The candidates authorised to follow the training programme in 2007 will
be invited to attend one of the information sessions organised by EAS:
on 3 May 2007 (in Brussels) and on 4 May 2007 (in Luxembourg). Regularly updated information regarding the calendar, the information
sessions and the content of the training is available on the
EAS web
site.
Language of the trainingCourses will be given in English and French. To avoid any discrimination
on linguistic grounds, no official will be allowed to follow the
programme and to sit the exams in his/her main language. On the basis of experience in the 2006 training, it is important that
candidates have a sufficient level of knowledge of the language they
will be using for the training programme and for the examinations.
