Distribution of responsibilities within DG HR
Commission Decision C(2010) 3680 of 15 June 20101
delegates powers of the Appointing Authority, i.e. competences in matters
of staff management, to Members of the Commission, Directors-General and
Heads of Department.
By Decision of 3 February 20102 the
Director-General for Human Resources and Security has sub-delegated
certain powers conferred on her to Directors and Heads of Unit within the
Directorate-General Human Resources and Security (DG HR). This
sub-delegation decision was based on the previous Commission Decision
C(2007) 5730 on the delegation of appointing authority powers, but
continues to apply to competences of the Director-General for Human
Resources and Security under the new Commission Decision.
Commission Decision C(2010) 3680 has widened possibilities for Heads of
Unit of DG HR to sub-delegate certain Appointing Authority powers within
their respective units. Especially in units providing services in numerous
cases for staff throughout Commission departments these possibilities will
help to further optimise workflows. The publication below concerns Unit
HR.B.4 (Career and Performance Management).
DECISION
BY THE HEAD OF UNIT HR.B.4
ON
THE EXERCISE OF POWERS CONFERRED ON THE APPOINTING AUTHORITY
The Head of Unit HR.B.4 "Career and Performance Management" of the
Directorate-General Human Resources and Security of the European
Commission (DG HR),
Having regard to Article 2(1) of the Staff Regulations of Officials of the
European Union,
Having regard to Article 6 of the Conditions of Employment of Other
Servants,
Having regard to the Commission Decision of 15 June 20103
on the exercise of the powers conferred by the Staff Regulations on the
appointing authority and by the Conditions of Employment of Other Servants
on the authority empowered to conclude contracts of employment, and in
particular the third paragraph of Article 6 thereof,
Having regard to the Decision of the Director-General for Human Resources
and Security of 3 February 20104
sub-delegating powers of appointing authority and authority empowered to
conclude contracts of employment within DG HR,
By agreement with the Director-General for Human Resources and Security,
Whereas:
- The Commission Decision referred to above has introduced wider
possibilities for Heads of Unit of DG HR to sub-delegate certain powers
of the Appointing Authority and authority empowered to conclude
contracts of employment within their respective units.
- By her decision of 3 February 2010 the Director General for Human
Resources and Security has sub-delegated some powers delegated to her by
the College to the Head of Unit HR.B.4, notably in the field of staff
mobility.
- Since the Unit "Career and Performance Management" continually
provides services for numerous members of staff throughout the
institution, certain of these powers should be sub-delegated to the
responsible team leader in order to further improve the efficiency and
continuity of workflows,
Has adopted this decision:
Article 1
The following powers delegated to the Director General for Human
Resources and Security by Commission Decision C(2010) 3680 of 15 June 2010
and sub-delegated to the Head of Unit HR.B.4 by Decision of the Director
General for Human Resources and Security of 3 February 2010 are hereby
further sub-delegated to the leader of the team "Mobility" in Unit HR.B.4,
job no. 1428255 :
- Transfers between Directorates-General of officials not appearing in
an organisation chart at the official's request;
- Transfers between Directorates-General of officials not appearing in
an organisation chart by way of reassignment in the interest of the
service;
- Transfers between Directorates-General of officials not appearing in
an organisation chart by way of job sharing.
Article 2
This sub-delegation is given without prejudice to the competence of the
Head of Unit to exercise the sub-delegated powers personally at any time.
In the event of a recast of Commission Decision C(2010) 3680 of 15 June
2010 or of the Decision of the Director-General for Human Resources and
Security of 3 February 2010 sub-delegations enacted by the present
decision shall continue to apply to delegations given to the Head of Unit
HR.B.4, as far as the powers listed in Article 1 are concerned.
Article 3
This decision shall enter into force on the day following its
publication, in electronic version, in the Administrative Notices.
